Based on that allegation, police arrested Elijah Wallace, 23, a
Brentwood man currently incarcerated at the Rockingham
County House of Corrections.
Portsmouth police served Wallace with an arrest warrant
Thursday at the county jail on a charge of criminal threatening.
While the charge is a misdemeanor, Portsmouth Police Capt.
Janet Champlin said there are enhanced penalties because the
allegation is considered a hate crime.
Champlin said Wallace claims to be affiliated with a white
supremacist group and during the month of July sent several
letters to a local rabbi containing "anti-Semitic statements,"
"very inflammatory language" and "very vivid references
(about) violence toward Jewish people." The charge relates to
one letter, while other letters are being examined for possible
further consequences, said Champlin.

The police captain described the mail as
"very disturbing," part of the reason it has been
sealed from the public. Champlin said the police
department requested the letters be sealed to
prevent copycat crimes and keep the
"very inflammatory" threats and language out
of public view.
Wallace is incarcerated as a pretrial inmate at the county jail,
where a spokeswoman said she could not release details of
other allegations against him.
Public record shows that when he was 18, Wallace was charged
by Fremont police for breaking into a vacant home, where he
was found hiding in a closet, armed with a gun and two knives.
Fremont police reported Wallace then claimed to have sent
letters containing anthrax to Senate Majority Leader Tom
Daschle, D-S.D., the N.H. Department of Motor Vehicles
and several Seacoast businesses.
The threats prompted an FBI investigation and white powder
found on letters in Wallace's possession later tested negative for anthrax.
Following those charges, Wallace's father, Eric, told the Exeter
News-Letter that his son was diagnosed as intelligent but
handicapped by autism. Because of that, his son had continuous
social problems, which his father said dated back to the third grade.
After being expelled from Exeter Junior High School for a
"lunchroom incident," Elijah attended the Seacoast Learning
School for troubled students, which later granted him an Exeter
High School diploma.
"His circle of friends were all criminals," his father told the
News-Letter, adding he thought his son fabricated the anthrax
letters stories so he'd be returned to jail "where he felt most
comfortable," due to prison-imposed structure.
For the alleged anti-Semitic crime, Wallace's bail was set at
$2,500 personal recognizance and he was court-ordered to
have no contact with the local rabbi or his affiliate temple.
He is scheduled to be arraigned Monday, Aug. 14, in
Portsmouth District Court.
"There is no indication he will be
released anytime soon," said Champlin.
