Under the Bush administration we had no Iran policy. Now, our policy leans too close to appeasement. How did it get this way?

America’s foreign policy toward Iran did not reach this level of malleability overnight or by accident. A well-organized plan to infiltrate and influence U.S. policymakers at the highest levels has been operating on American soil for well over a decade. Conceived in Tehran under the direct authority of the Supreme Leader, Ayatollah Ali Khamenei, the plan set out to create a network of top U.S. academics, diplomats, journalists, NGOs, and think tanks that would advocate a policy of appeasement towards Iran. Iran’s top strategic objective has always been to buy time for its nuclear weapons program, which now is well along in developing the three critical components: enriched uranium, warhead weaponization, and a credible missile delivery system.

Beginning in the late 1990s, a de facto alliance between Muslim Brotherhood fronts in the U.S. (such as CAIR -- the Council on Islamic American Relations) and frank Tehran regime advocates like the American-Iranian Council (AIC) openly began to promote public support for a U.S. foreign policy based on the favored positions of the Islamic Republic. In 2002, a new pro-Iran group was formed by a young Swedish-Iranian immigrant named Trita Parsi. That group, the National Iranian-American Council (NIAC) quickly established itself as the nexus of a growing network of individuals and organizations that openly lobby for a U.S. policy of acquiescence, diplomacy, incentives, and negotiations with the Tehran regime -- while strongly opposing coercive diplomacy, sanctions, or threat of military action. Part and parcel of this advocacy on behalf of Tehran is a pattern of antipathy towards Israel that minimizes its security concerns and dismisses its legitimate defense needs.

Under Parsi, who is closely connected to the Tehran regime, the NIAC network has expanded to include a growing number of new groups. Some of them -- such as The Campaign Against Sanctions and Military Intervention in Iran (CASMII) -- are NIAC clones. CASMII was founded in December 2005 to oppose all forms of pressure on Iran. Others, such as the Center for a New American Security (CNAS, founded in February 2007) play the role of useful idiots. CNAS had Dr. Susan Rice, the Obama administration’s appointee as Ambassador to the UN, on its Board of Directors.

Dr. Vali Nasr, who has been named senior advisor to U.S. Afghanistan/Pakistan envoy Ambassador Richard Holbrooke, was one of the authors of a September 2008 CNAS publication called Iran: Assessing U.S. Strategic Options. Nasr’s chapter, "The Implications of Military Confrontation with Iran," urged the U.S. to take the military option for dealing with Iran off the table and instead focus on how best to accommodate Tehran’s rising power in the Middle East region. The Campaign for a New American Policy on Iran (CNAPI) launched its pro-Iran activities with a cross-country event called The Folly of Attacking Iran Tour, which crisscrossed the U.S. in February and March 2008.

The American Foreign Policy Project (AFPP) was founded in December 2008 with an “experts list” that reads like a remix of other CAIR and NIAC affiliates, including former Ambassadors Thomas Pickering, James Dobbins, and William Miller plus well-known academic figures such as Professors Gary G. Sick of Columbia University and Juan R. Cole of the University of Michigan. These groups’ interlocking Boards of Advisors, Directors, and Experts include many other nationally-known figures from public policy and international business arenas, including some big oil companies.

All are associated in one way or another with Trita Parsi and NIAC and all advocate a policy of accommodation with Iran.

The Iranian regime makes no attempt to disguise its links to this network. NIAC, for instance, was openly mentioned in the 7 December 2007 issue of the government-controlled Aftab News, where the NIAC network was called the regime’s “Iran lobby in the U.S.” In March 2007, the Fars News daily described NIAC as ‘a non-profit’ organization with headquarters in Washington, D.C. that was established to counter the influence of AIPAC [the American-Israeli Political Action Committee, a legal lobby group] and to enlist the support of Iranian expatriates living in the U.S. in order to ‘penetrate U.S. politics.’

Maneuvering behind Washington, D.C. policymaking scenes to exert influence on U.S. decision makers is pretty standard for a host of legitimate interest groups, including many foreign countries. Concern is indicated, however, when the guiding influence behind such maneuvering emanates from the top levels of a regime like Iran’s that holds top spot on the Department of State’s state sponsors of terror list, makes no secret of its hatred and enmity for the U.S. and our ally Israel, and acts in myriad ways to support those who have assassinated, held, kidnapped, killed, and tortured American civilians and military over a 30-year period. The expanding influence of this pro-Iran lobby on U.S. foreign policy attests to a determined and sophisticated operation that serves only the interests of regime implacably hostile to America’s own national security interests.

1. The fundamental organizing principle of America’s struggle against terrorism as a global war has outlived its utility. Although relevant to the challenge that the United States faced in the immediate aftermath of the September 11 attacks, the term global war on terrorism (GWOT) has increasingly alienated our friends and discouraged our allies. This is particularly so in the Muslim world where the GWOT has unfortunately, and however erroneously, nonetheless become synonymous with a war on Islam. Accordingly, it may be more useful to reconceptualize this struggle in terms of a global counterinsurgency (GCOIN). Such an approach would a priori knit together the equally critical political, economic, diplomatic, information and developmental sides inherent to the successful prosecution of counterinsurgency to the existing dominant military side of the equation.

Greater attention to an integration of American capabilities and instruments of U.S. power would provide incontrovertible recognition of the importance of endowing a GCOIN with an overriding and comprehensive, multi-dimensional, policy. Ideally, this policy would embrace several elements: including a clear strategy, a defined structure for implementing it, and a vision of inter-government agency cooperation, and the unified effort to guide it. A more focused and strengthened interagency process would also facilitate the coordination of key themes and messages and the development and execution of long-term "hearts and minds" programs.

2. The central front in the war on terrorism today is not Iraq, but the lawless border region between Afghanistan and Pakistan. America’s continued preoccupation with Iraq has exacted a heavy price in terms of mounting instability and growing jihadist strength in both South Asian countries. If 9/11 has taught us anything, it is that al-Qaeda is most dangerous when it has a sanctuary or safe haven from which to operate—as it now indisputably does. Indeed, virtually every major terrorist attack or plot of the past four years has emanated from al-Qaeda’s reconstituted sanctuary in Pakistan’s Federally Administered Tribal Areas (FATA) or Northwest Frontier Province (NWFP). Perhaps most important, however, is that the broader movement’s ability to continue to appeal to its hardcore, political base and thus guarantee a flow of recruits into its ranks, money into its coffers, and support for its aims and objectives, ensures that this struggle will neither abate on its own accord nor be easily—and quickly—defeated.
The problem to date is that the United States has no effective political or military strategy for either Afghanistan or Pakistan and appears to treat them separately and not synergistically. Given that the security challenges in both countries are now ineluctably symbiotic, any serious effort to stabilize and secure Afghanistan must begin with a clear and consistent policy designed to achieve the same in Pakistan. Accordingly, the highest priority for the Obama administration must be to refocus our—and our allies’—attention on Afghanistan and Pakistan, where al-Qaeda began to collapse after 2001, but has now regrouped. This will entail understanding that al-Qaeda and its local militant jihadist allies cannot be defeated by military means alone. Success will require a dual strategy of systematically destroying and weakening enemy capabilities—that is, continuing to kill and capture al-Qaeda commanders and operatives—along with breaking the cycle of terrorist recruitment among radicalized "bunches of guys" as well as more effectively countering al-Qaeda’s effective information operations. The United States thus requires a strategy that harnesses the overwhelming kinetic force of the American military as part of a comprehensive vision to transform other, non-kinetic instruments of national power in order to deal more effectively with irregular and unconventional threats.

3. The interagency process is broken and requires fixing. This is as much a matter of a change in mindset as it is bureaucratic reorganization. Success in the campaign against global terrorism and radical jihadism will ultimately depend on how effectively the United States can build bridges and untangle lines of authority, de-conflict overlapping responsibilities and improve the ability to prioritize and synchronize interagency operations in a timely and efficient manner. Organizations will therefore have to do—or be compelled to do—what they have been reluctant to do in the past: reaching across bureaucratic territorial divides and sharing resources in order to defeat terrorists, insurgencies and other emerging threats. Clarifying these expectations and processes is a critical step in efficiently addressing contemporary threats to U.S. security as is creating incentives to more effectively blend diplomacy, justice, development, finance, intelligence, law enforcement, and military capabilities and coherently generating and applying resources to defeat terrorist and insurgent threats.
Arguably, by combating irregular adversaries in a more collaborative and integrative manner with key relevant civilian agencies, those charged with countering terrorism and insurgency can better share critical information, track the various moving parts in terrorist/insurgency networks and develop a comprehensive picture of this enemy—including their supporters, nodes of support, organizational and operational systems, processes and plans. With this information in hand, the United States would then be better prepared to systematically disrupt or defeat all of the critical nodes that support the entire terrorist/insurgent network, thus rendering them ineffective. Achieving this desideratum, however, will necessitate the coordination, de-conflicting and synchronization of the variety of programs upon which the execution of American counterterrorist and/or counterinsurgency planning are dependent. An equally critical dimension of this process will be aligning the training of host nation counterparts with U.S. counterterrorism and counterinsurgency operations: building synergy; avoiding duplication of effort; ensuring that training leads to operational effectiveness; and ensuring that the United States interagency team and approach is in complete harmony. In other words, aligning these training programs with operations to build indigenous capabilities in counterterrorism and counterinsurgency will be absolutely fundamental to the success of such a strategy.

4. Decapitation strategies only work if fully and successfully executed at the onset of a counterterrorism campaign. Accordingly, in tandem with decapitation efforts, continue to emphasize targeting mid-level leaders in terrorist groups. Killing or capturing Osama bin Laden and Ayman al-Zawahiri in 2001 or 2002 would then have dealt a stunning, perhaps even fatal, blow to al-Qaeda. Although it is still absolutely vital to fulfill President Bush’s 2001 pledge to get these killers “dead or alive,” we should be under no illusion that this act in and of itself will now completely stop al-Qaeda. Instead, U.S. counterterrorism strategy should continue to focus on eliminating senior and mid-level al-Qaeda commanders and thus progressively weakening its bench alongside a re-doubled hunt for bin Laden and al-Zawahiri. Mid-level leaders and commanders, in fact, are often more important than top decision makers to the long-term survival of a terrorist organization. Strategies aimed at removing these mid-level leaders more effectively disrupt control, communications, and operations up and down the chain of command. In addition, such strategies may also inhibit a group’s long-term growth by eliminating the development of future leaders. The targeted assassinations in Pakistan of eight key al-Qaeda commanders since July is an example of the proven efficacy of this strategy.

5. Information operations that delegitimize the top leaders of terrorist groups and undermine the image of these groups’ omnipotence is an essential adjunct to kinetic approaches. The top leaders of terrorist organizations are more than just policymakers for the group. They occupy an enormously influential and important symbolic position at the head of a terrorist organization that is often inextricably connected to that organization’s very existence. Therefore focused and sufficiently resourced public diplomacy and information-operations campaigns to discredit these leaders and undermine images of their and their groups’ omnipotence are critical elements in effectively countering terrorism.

6. Focus on disrupting support networks and trafficking activities. In tandem with point five is the effective targeting of essential support and logistics networks. This tactic primarily entails focusing on the middlemen that help terrorist organizations access funds and purchase supplies on the black market: financiers and smugglers. Attention has mostly been focused on front organizations and individuals that provide money to terrorist organizations. However, experience has shown that it would be more advantageous to expand this approach and target specifically the middlemen that, for instance, purchase diamonds from terrorists on the black market, or individuals that sell weapons to terrorist organizations. This tactic is a more effective way of disrupting the everyday activities that a terrorist organization must engage in to maintain its operational capabilities. It hinders the ability of a group to gather resources and plan sophisticated attacks in advance because they cannot rely on a steady stream of money or other essential resources.

7. Knowing the enemy is an essential prerequisite for any successful counterterrorism campaign. “If you know the enemy and know yourself,” Sun Tzu famously advised centuries ago, “you need not fear the results of a hundred battles.” Yet, what remains missing seven-and-a-half years into this struggle is a thorough, systematic and empirical understanding of our enemy: encompassing motivation as well as mindset; decision-making processes as well as command and control relationships; and ideological appeal as well as organizational dynamics. Too often, a “one size fits all” mindset has predominated in our approach to countering what is in fact a diverse, and often idiosyncratic, array of enemies. Indeed, without fully knowing our enemy we cannot successfully penetrate their cells; we cannot knowledgeably sow discord and dissension in their ranks and thus weaken them from within; nor can we think like them in anticipation of how they may act in a variety of situations, aided by different resources. Further, we cannot fulfill the most basic requirements of either an effective counterterrorist strategy—preempting and preventing terrorist operations and deterring their attacks—or of an effective counterinsurgency strategy, gaining the support of the population and through the dismantling of the insurgent infrastructure.

8. Equal emphasis has to be given to the importance of information operations, psychological operations and public diplomacy alongside kinetic approaches. The most effective and lasting counterterrorism strategy will be one that effectively combines the tactical elements of systematically destroying and weakening enemy capabilities (the “kill or capture” approach) alongside the equally critical, broader strategic imperative of breaking the cycle of terrorist and insurgent recruitment and replenishment that have respectively sustained both al-Qaeda’s continued campaign and the ongoing conflict in Afghanistan. Psychological operations that seek not only to kill and capture terrorists or insurgents, but also to persuade them to surrender have a particularly important role in these efforts. Even if the results of such efforts require time to succeed, the suspicion and mistrust sown within terrorist and insurgent ranks might force our enemies to expend more time and energy on watching their backs and monitoring their comrades than in planning and attacking us. The problem is that no agency or office has the lead for overseeing, coordinating and integrating information operations. Multiple agencies share this mission and within those agencies multiple offices claim responsibility: the result is duplication and redundancy and many voices speaking at once rather than one voice with one clear, authoritative message directing this process. Inadequate resources are an additional problem as information operations and public diplomacy remain distinct secondary priorities in the struggle against terrorism.

9. Playing an active and positive role in the resolution of iconic Muslim conflicts will accomplish more, have a greater immediate and long-term impact, and potentially will more decisively improve America’s image in the eyes of the Muslim world than foreign political reform, economic development and agrarian programs applied to individual Muslim countries. The United States needs to be more involved in actively attempting to broker long-term resolutions of the Palestinian-Israeli conflict and the conflict between India and Pakistan in Kashmir. Although foreign aid, American-backed efforts to promote political reform and economic development are important, arguably the most critical and beneficial element of U.S. foreign-policy efforts in countering terrorism is an America that is seen as working for peace in particularly sensitive regions of the Muslim world.

10. Protecting and securing the United States from terrorist attack depends on state and local law enforcement officers who are both the first and last lines of homeland defense. Their familiarity with the communities which they patrol enables these law enforcement officers to observe and detect criminal activity that may indicate a terrorist plot and thus to thwart its commission. American police departments and law enforcement agencies—and especially their street cops and patrol officers—need more and better information about both terrorism and the most effective strategic and tactical responses. The cop on the street, for instance, may likely be the key player in disrupting and preventing a terrorist incident. But to do so, this officer needs training based on the experience and best practices of other jurisdictions, both domestic and international, who have long been involved in countering terrorism as well as the requisite knowledge of terrorist behavior, patterns and modus operandi. Further, officers not only need to know what to look for but that what they are looking for may be a small piece of the larger puzzle that may reveal terrorist connections (e.g., investigations into crimes involving smuggling, human trafficking, fraud, extortion or narcotics that may also be terrorist activities).

11. Terrorism is more than a technical issue and requires a new political relationship between U.S. and European partners. Existing opportunities to learn lessons from respective experiences in counterterrorism and to develop best practices and common approaches with European law-enforcement counterparts are insufficient. Such efforts would improve trust and information flow between those working on terrorism issues on both sides of the Atlantic. The United States and Europe have a strong common interest in countering terrorism, especially from Islamist groups like al-Qaeda. In addition, our European law-enforcement counterparts already have long experience in combating homegrown terrorist threats and more recently acquired knowledge in countering Islamist threats. This confluence of interests provides the foundation to establish new political and counterterrorism relationships between the United States and Europe, and further build trust and cooperation and facilitate the exchange of information, through a broader and more coordinated program of secondment and exchange of law-enforcement officers.

12. NYPD (New York Police Department) has played a leading role in facilitating cooperation with international partners on counterterrorism issues, but current federal efforts to broaden these programs and make them available to other jurisdictions on a national basis are as inchoate as they have been inadequate. Unlike many other countries, such as the United Kingdom and Israel, terrorism is not necessarily a daily issue for the U.S. law-enforcement officer. For that reason, American law enforcement requires regular awareness and education programs to keep pace with the terrorism threat and the knowledge needed to prevent, preempt or respond to an incident. Sufficient funding and resources should be provided to establish a program whereby state and local law-enforcement officers could be deployed to overseas locations to observe the operations of foreign jurisdictions long involved in counterterrorism and with more recent experience in countering Islamist threats. Such deployments would enhance the knowledge of American officers, identify best practices and assist in the development of policies, practices and procedures relevant to U.S. law enforcement that could be adopted or emulated here. A parallel program could bring foreign law enforcement officers from key overseas jurisdictions to the United States on similar secondment assignments that would further enhance international-counterterrorism law-enforcement cooperation and promote the identification and exchange of lessons learned.

Conclusion
In sum, the current threat environment posed by terrorism and insurgency makes a new strategy, approach and new organizational and institutional behaviors necessary. The nontraditional challenges to U.S. national-security and foreign-policy imperatives posed by elusive and deadly irregular adversaries emphasizes the need to anchor changes that will more effectively close the gap between detecting irregular adversarial activity and rapidly defeating it. The effectiveness of U.S. strategy will be based on our capacity to think like a networked enemy, in anticipation of how they may act in a variety of situations, aided by different resources. This goal requires that the American national security structure in turn organize itself for maximum efficiency, information sharing, and the ability to function quickly and effectively under new operational definitions. A successful strategy will therefore also be one that thinks and plans ahead with a view towards addressing the threats likely to be posed by the terrorist and insurgent generation beyond the current one.

Incitement of hatred of Israel in general, and of its Jewish population in particular, is the apparent cause of the disturbing increase in terror activities involving Arab residents of East Jerusalem

Recently, Jerusalem has been the victim of a spate of terror attacks. In recent months, there have been five such attacks, starting with the January 24th fatal shooting of a border guard at a checkpoint at the northern entrance to Shuafat, north of Jerusalem. This was followed by the March 6th shooting of eight young yeshiva (seminary) students at Mercaz HaRav; followed by the July 2nd bulldozer rampage on Jaffa Road which killed three Israeli civilians and wounded dozens more; the July 11th shooting at the Old City's Lion Gate which left one border guard officer dead and another moderately injured; and the second bulldozer attack on July 22nd which wounded dozens. Most of these attacks were carried out by lone terrorists, residents of eastern Jerusalem.

The involvement of residents of eastern Jerusalem in terrorism is not a new phenomenon, but this recent wave of attacks - which Hamas has hailed as the "Jerusalem Intifada" - is a worrying trend. This is especially disturbing, as some 290,000 Palestinian holders of Israeli ID cards reside in the greater Jerusalem area, and the number of East Jerusalem residents involved in terror activities increased significantly during 2006; 9 arrests in 2005 as opposed 61 arrests in 2006, an increase of 670%.

From 2001 to the end of 2007, a total of 270 East Jerusalem residents involved in terror activities were detained by security forces. In the first half of 2008 (1 January until 30 June), 71 East Jerusalem terror activists were detained, raising the total from January 2001 to 341. An additional five attacks s took place in July. While not all of the terrorists in these attacks were apprehended, it is clear that most of the perpetrators were from East Jerusalem.

In addition, a six-man al-Qaeda cell was discovered operating out of Jerusalem. During June and July 2008, the Israel Security Agency and the Israel Police uncovered a 6-member group of Israeli Arabs and residents of East Jerusalem who were planning to establish an Al-Qaeda terrorist cell in Israel. The terror activists, some of whom were students at the Hebrew University of Jerusalem, were all members of a closed religious group who would meet and plan their activities at the Al-Aqsa mosque in Jerusalem.

One of the detainees, who resided in a dormitory at the Hebrew University overlooking the helicopter landing pad used by President Bush on his visit in January 2008, used his cell phone to make videos of helicopter take-offs and landings and then posted queries on al-Qaeda related websites asking for information on how to shoot down the President's helicopter. Additionally, instructions for preparing bombs were found on personal computers belonging to some of the detainees.

The exposure of this group is one of a series of recently uncovered incidents involving Israeli Arabs who support extreme Islamic ideologies and intended to carry out hostile terrorist activities inside Israel.

This is a trend that is difficult for many to understand, given the rights and privileges enjoyed by the residents of eastern Jerusalem.

Immediately following Israel's reunification of Jerusalem in 1967, Jerusalem's Arab residents were offered full Israeli citizenship, (although most declined to accept it). Even without full citizenship, residents of eastern Jerusalem are free to visit and work in all parts of Israel, as they are considered permanent residents. Moreover, they retain the right, as residents of the city, to participate in municipal elections and are afforded all the economic, cultural and social benefits given to Israeli citizens, such as membership in Israeli health funds (comprehensive medical insurance) and social security payments. Additionally, they have the civil right to maintain their own educational, humanitarian and social institutions.

Their religious rights are also vigorously protected. As Prime Minister Ehud Olmert said in his speech on Jerusalem Day (June 2, 2008): "We respect all believers, preserve their holy places and are wholly committed to freedom of religion, religious worship and conscience for all residents, visitors and lovers of Jerusalem." Indeed, at no other time in history have the worshippers of all faiths enjoyed such a high degree of religious freedom in Jerusalem.

While the individual motivations of each terrorist remain uncertain, one fact is crystal clear – each has been exposed to incitement against Israel. This incitement to hatred of Israel in general, and its Jewish population in particular, is prevalent in certain media outlets and is widely available over the Internet. The longing to commit terrorist acts stems neither from economic deprivation nor political oppression, but from incitement and hatred.

Fortunately, the anti-terrorism fence and other preventive actions taken by Israel have thwarted almost all of the terror attacks emanating from the West Bank. However, Israel faces a more difficult situation when dealing with terrorists living in Jerusalem given their legal rights to move freely throughout Israel. This situation is made ever more complicated when dealing with suicide terrorists, as normal deterrents such as prison sentences have no effects.

A public debate is currently being held in Israel to find the means to prevent such terrorists from carrying out their barbaric attacks. The dilemma the Israeli authorities face is how to deter suicide terrorists, yet do so in a way that is effective as well as legally and morally responsible. Whatever method is ultimately adopted, it will be one aimed not at collective punishment, but rather at effective deterrence. Only measures which deter terrorists before they act can stop the violence being aimed at the citizens of Jerusalem.

For good and ill, the Iraqi prisoner abuse mess will remain an issue.

On the one hand, right thinking Americans will abhor the stupidity of the
actions while on the other hand, political glee will take control and fashion this minor event into some modern day massacre.

I humbly offer my opinion here:

I am sorry that the last seven times we Americans took up arms and sacrificed the blood of our youth; it was in the defense of Muslims (Bosnia, Kosovo, Gulf War 1, Kuwait, etc.)

I am sorry that no such call for an apology upon the extremists came after 9/11.

I am sorry that all of the murderers on 9/11 were Islamic Arabs.

I am sorry that most Arabs and Muslims have to live in squalor under savage dictatorships.

I am sorry that their leaders squander their wealth.

I am sorry that their governments breed hate for the US in their religious schools, mosques, and government-controlled media.

Such is what the "religious" Judge Rivka Friedman-Feldman has ruled -

- in a ruling she gave against Yekutiel Ben-Ya'akov who was convicted of "Incitement to Racism," for arranging an independent, national referendum. In a referendum which was set up before the expulsion of Jews from Gaza ("Disengagement"), the Misha'lot Yisrael organization, under the authority of Yekutiel Ben-Ya'akov, offered two proposals tens of thousands of participants in the poll were asked to choose between "Sharon's Disengagement Plan," which meant the expulsion of thousands of Jews from their homes, and the "Jewish Disengagement Plan," to expel hostile Arabs, and to move them far away from the borders of the Land of Israel to prevent terrorist attacks and the shooting of Kassam rockets over Israel's cities.

Come protest against this injustice, on the day the judge is to pass sentence on Yekutiel. He can face up to five years imprisonment. Whoever supports such a ruling which even prohibits the mounting of a "survey," suggesting the removal of our enemies from Israel, an participant in any terror attack or Kassam that falls!

The death sentence of the eight holy men and boys killed on Rosh Hodesh Adar Bet 5768 (March 7, 2008) at the Merkaz HaRav Yeshivah, was signed and sealed of by the ring of the "Ahashveroshes" and encouraged by the "Hamans" who sit in the Kenesset, and who interpret the law in the courthouses.

We are really sorry, but consolation is not at all relevant. written norms in the Kenesset and in the courts to continue to remain amongst us to butcher us and our children (May God have mercy on us!).

Much has been said about al-Qaeda’s quest to acquire weapons of mass destruction (WMD) as a means of striking at the heart of their number one enemy, the United States. The latest example of these ongoing efforts to acquire WMD capabilities is a recent posting in a jihadi internet forum entitled: “Good News – Anthrax Production Technique” (al-ekhlaas.net, March 3).

A forum participant, nicknamed al-Faz, posted a detailed description of anthrax production techniques dedicated to jihadis everywhere: “Long awaited good news for you, God’s soldiers. It’s time to use biological weapons against God’s enemies.” Al-Faz commences his posting with an introduction to anthrax and the pathology of the disease, including symptoms, parts of human body infected when exposed to anthrax and fatality percentages. Al-Faz notes that anthrax bacteria can be found in Africa, Asia and in some parts of Europe where the soil contains 10 anthrax bacteria per gram.

According to the jihadi forum, the following factors make anthrax the weapon of choice:

• Anthrax is powerful, lethal, cheap and easy to prepare.
• 50 grams of anthrax, when dispersed in a 2-kilometer line, forms a deadly cloud that can cover 20 kilometers.
• One kilogram of anthrax can be produced in a small laboratory in 96 hours.
• Anthrax bacteria spores are available worldwide and can be easily extracted.
• Production costs are low; one kilogram of anthrax bacteria costs about $50 even though a lethal dose can be as little as one millionth of a gram. • Colorless and odorless anthrax is easily concealed.
• Anthrax is a stable and dry substance that can be easily transported and used.

Before proceeding to anthrax production, al-Faz includes in his posting a picture of one of the anthrax-contaminated letters used in the 2001 U.S. anthrax attacks that killed five and infected 17 others. Undoubtedly included in an effort to encourage jihadis to try anthrax as a weapon, the letter reads: “You cannot stop us. We have this anthrax. You die now. Are you afraid? Death to America. Death to Israel. Allah is great.” The photo of the letter in no way establishes a jihadi connection to the still unsolved anthrax attacks—it is one of several released by the FBI and is easily available on the internet. Nevertheless, anthrax continues to be a feared weapon—only last week an Albany, Oregon courthouse was closed and the National Guard called in to deal with threats of anthrax contamination, which later proved to be a hoax (Albany Democrat Herald, March 4).

The second part of al-Faz’s posting elaborates on two methods of anthrax production. Photos are included of the microscopic phases of the process, including the extraction of anthrax bacteria from a sample of dirt that contains the infected remains of dead goats or other grazing animals’ remnants. A sample of a dead animal’s blood or tissue can also be used by cultivating it in a blood agar substance containing 0.7% sodium bicarbonate.

The attached pictures illustrate bacilli bacteria, spirochetes and bacteria clusters. The posting further includes precautionary instructions for the different phases of production. “Agar is a nutrient environment for cultivation that can be bought without drawing any suspicions from research centers for 70 Riyals or $20 per one kilogram,” says al-Faz.

The second method of producing anthrax involves cultivating the anthrax in horse blood and bentonite clay for five hours. Bentonite clay, an absorbent form of clay with multiple industrial uses, can be found in Iraq and two other countries in the region.

In conclusion, al-Faz says, “I wanted to contribute in the preparations against enemies of God. Consider me the servant of the mujahideen. I closely follow your news. May God reward you for your sacrifices. It would make me very happy to see you use biological weapons against God’s enemies. Wait for my next detailed posting on how to build a Cessna 128 aircraft,” which is an easily maintained agricultural aircraft designed to carry and spread a chemical load of 200 to 280 gallons.

Although there is no tangible evidence to confirm that jihadis have produced or procured mass quantities of biological weapons, the use of anthrax spores in bioterrorism has been discussed by jihadis for some time now. In theory, at least, cultivating anthrax spores can be achieved with minimum know-how and equipment, suggesting it is only a matter of time until jihadis succeed in producing some kind of biological weapon. There are, however, many dangers involved in the process and the development of a weaponized aerosol version of the bacterium requires scientific skills and equipment unavailable to most jihadis.

An Arab terrorist infiltrated Jerusalem's Merkaz HaRav Yeshiva at around 8:30 Thursday night and murdered eight Jews. At least 10 people were wounded; five are in serious to critical condition, a sixth victim was wounded moderately and four others, lightly.
The attacker entered the yeshiva and opened fire on students before he was gunned down himself by an armed civilian. Witnesses say that the attack began in the seminary's library with the terrorist spraying bullets in every direction before anyone could react.
The part-time yeshiva student who killed the terrorist, 40-year-old Yitzchak Dadon, said that he shot the attacker in the head with his personal weapon. David Shapira, a yeshiva graduate and officer in the paratroopers, heard the shots from his nearby home, ran to the yeshiva and "finished [the terrorist] off."

Asked by a Channel 2 TV reporter what weapon the Palestinian Authority terrorist had, Dadon said, "A Kalachnikov," and turning to the camera, he angrily added,
"The Kalachnikov that you gave him, President Peres..."

Initial reports indicated that a second terrorist was hiding in the yeshiva building, responding security forces determined that the reports were false. Police deployed in the surrounding neighborhood, and scoured the yeshiva and connected buildings. Most students in the building were evacuated after taking cover in the yeshiva's bomb shelter, according to police spokesmen.

Fifty ambulances responded to the scene, which emergency responders called "a major incident." The wounded were evacuated to Hadassah Ein Karem and Shaarei Tzedek Hospitals.
In Gaza City, Arab residents went out into the streets and fired rifles in the air in celebration of the attack against the Jews of Jerusalem.

Police forces have been increased throughout the capital and placed on heightened alert around the country.

The Merkaz HaRav Yeshiva is located near the entrance to Jerusalem, in the Kiryat Moshe neighborhood. The yeshiva, founded by Rabbi Avraham Yitzchak Kook, is at the heart of the national-religious movement in Israel.

Four People Injured in Other AttacksFour people were wounded in a rocket attack on Sderot on Thursday evening. One of the victims, who was in his house when it sustained a direct hit, suffered moderate head wounds. Three other people suffered light injuries.
A second rocket hit a gas tank, causing a fire. Firefighters managed to gain control of the blaze. No injuries were reported.
Arabs attacked Israeli drivers on Thursday night, rolling flaming tires onto Route 60 as cars drove past. The attack took place west of Hevron, near the town of Otniel. IDF soldiers witnessed the group beginning its attack and fired on one of the attacker's legs. The attacker was hit and wounded moderately.

That is what I've had to do in recent days, my friends. I have refrained from taking the time to post because I have beeen at work on a major report on Fatah, and determined that this had to come first. Documenting the fact that Fatah is neither moderate nor a viable partner for peace, it has been timed for the arrival here of President Bush. Once it is up on a website (it also is being printed hard-copy), I will share a link so all may see it.

For now, I would like to include at the bottom of this posting one particular piece of information included in the report that is very pertinent to Fatah's true intentions. You will not see this in any media -- it was acquired via someone doing private translating from PA radio. Even without the body of my report, it tells the story that must be told.

And so I return to the on-going news, at least beginning to deal with the morass of information that flows to us.

I do this mindful of the fact that tonight New Year's Eve is celebrated in the N. America and elsewhere (while in the main ignored here), and that many of you may be away from your computers. And I do it with wishes to all for a good 2008. Wishes? My most fervent prayers, actually.

Two beautiful young men -- David Rubin and Achikam Amichai -- from Kiryat Arba (a Jewish community adjacent to Hevron) were killed by terrorists on Friday, as they hiked in a secluded area west of Hevron. The two, who were friends, were both on leave from an elite IDF unit; Achikam was the son and grandson of rabbis. The incredible, sinful human waste of this!

They were buried Saturday night on Har Hertzel (the military cemetery) in Jerusalem.

According to Khaled Abu Toameh of the Post, some of those responsible for these terrorist murders are connected to Fatah. On Saturday, the IDF arrested terrorists suspected of being involved; they are associated with a militia called the Yasser Arafat Groups -- including the leader of the group in Hevron, Ahmed Abu Sittah.

Please note this from Abu Toameh, as well:
"Fatah activists said the attack may be linked to the faction's preparations to celebrate its 43rd anniversary this week. The attackers, they explained, were apparently hoping to send a message to the Palestinian public that, contrary to claims by Hamas, Fatah has not abandoned the path of armed struggle."

All of this mightily embarrassed PA officials, and PA prime minister Salaam Fayyad went out of his way to express condolences, and to assure everyone that PA security is doing everything possible to investigate and apprehend those involved. There was some announcement about the PA returning to Israel the guns of the young victims, which had been taken from them.

That smacked to me of the sort of typically empty gestures that the PA advances, in lieu of genuine efforts, to show they're "doing something." My report is full of documentation of such gestures, so I'm particularly cynical. I even have a quote from Barry Rubin that "The PA has never really punished anyone for murdering or trying to kill an Israeli..."

And sure enough, by Sunday, the PA was saying that the Hevron murders were "criminally motivated." It was suggested that the attack was the result of a "dispute" between arms dealers, the implication being that the two young Israeli soldiers had gone hiking to sell arms.

The PA security forces in Hevron -- ignoring the fact that Fatah, Hamas and Islamic Jihad had all claimed credit for the attack -- said there was no evidence of any reason for the attack other than that arms dispute. Could make one gag.

And there's more: On Saturday PA Interior Minister Abdel Razzak al-Yahya announced that Al Aksa Martyrs Brigades had ceased to exist. Another effort to show that the PA security was handling matters and had eliminated a Fatah branch that was terrorist.

Well, this didn't sit too well with Al Aksa Martyrs Brigades. First they distributed thousands of leaflets saying they were continuing the armed struggle. And then, yesterday, they called for the elimination of Fayyad, a "collaborator" with the US and Israel.

This dovetails so neatly with what I wrote in my report that I must refer to it here: The prevailing thesis among those who adhere to wishful thinking (and they are legion!) is that Fatah is a moderate foil to Hamas and thus must be strengthened. What I am arguing is that the presence of Hamas as both a political and military strength has shifted the entire Palestinian dialogue to the right -- forced it to be even more radical and even less conciliatory.

Even if -- and I'm not saying it is so, because I don't believe it -- Abbas and Fayyad were sincere moderates, they are beholden to the street and to the other members of their party. And Hamas thinking -- which calls moderation weakness -- has affected all of this. Hamas implies that anyone who doesn't continue the "armed resistance" is a traitor. Who wants to be labeled a traitor?

I suggest that in this climate, true negotiations, which require compromise and conciliation, are not remotely possible.

The PA Foreign Minister Riad Malki has announced that PA security forces have arrested a Hamas cell that was planning a suicide attack; he said they had a videotape of one of the members of the cell detailing their plans. "We confiscated huge amounts of mercury (used in detonators) in Nablus," he elaborated.However, the videotape wasn't shown, Malki wouldn't answer reporters' questions, and no names of those arrested were provided.

These guys have no shame. Of course the fact that Bush is coming next week and the PA has to show it is doing its part for security has nothing to do with this
.
The IDF -- which has excellent intelligence in the area -- says it has no knowledge of this incident.

This past week, the IDF picked up 6.5 tons of potassium nitrate, a banned explosive material, as it was being smuggled through a checkpoint in sacks that identified it as sugar from the EU. Note: this was stopped at a checkpoint. Six tons would have made a lot of Kassams and bombs.

Abbas spoke in Ramallah today during celebrations marking Fatah's 43rd anniversary. He said the PA would never cede a single inch in negotiations with regard to Jerusalem. And he made conciliatory gestures to Hamas: he called for "dialogue, dialogue, dialogue," and held out the hope of reconciliation (based still on Hamas relinquishing its control over Gaza).

"Friday sermons delivered at the Al Aksa Mosque on the Temple Mount are broadcast on PA radio. On Friday, December 28, 2007 (just one month after Annapolis), Sheikh Mohammed Hussein delivered the sermon. It included the following fabrications and incitement to violence:

“Al Aksa Mosque has become the target of Israeli settlers. They have become accustomed to entering Al Aksa Mosque under the protection of the Israeli security forces. This refutes Israeli claims to protecting our holy places.

“The Israeli authorities are not satisfied with the excavations already performed… [In addition] they have been digging tunnels under Al Aksa Mosque’s foundations and walls, allowing the herds of settlers to enter its squares and gates in their plan to turn the holy city of Jerusalem into a Jewish one.

“I'd like to warn against the criminal Israeli plans for the holy city. We have confirmed that there is a real danger to Jerusalem. The Arab nation should not stand [with] hands folded when it comes to Jerusalem.

“Jerusalem stands for the Islamic history and doctrine that establishes an inseparable relationship between Muslims and Jerusalem. Allah chose us, a nation religiously and historically connected with this land, to be faithful guards to the holy places in Palestine. This obligation drove Prophet Mohammed's followers to arrive here, in Palestine, and spread the Islamic religion. This is the holy land of Allah, and Muslims are only the guardians of these holy places.

"The Israelis aren't interested only in Al Aksa Mosque but want the whole city of Jerusalem to become Jewish. They have confiscated the Jerusalemite's lands, built new settlements in and around the city to isolate it from its Arab surroundings, and have expanded settlements."

“The Palestinians are the defenders of this land. We should face up to our responsibilities and fulfill our duty. Our sacrifices are many; the number of martyrs and wounded is growing. [We see] the destruction of the Palestinian life and infrastructure, the arrests of Palestinians by the Israeli forces. All this will not deter us from fulfilling our duties. On the contrary, they serve as evidence to our willingness to sacrifice for our goals."

UNITED STATES ANNOUNCES EXTRADITION


OF ACCUSED TERRORIST FROM CZECH REPUBLIC

WASHINGTON – Oussama Abdullah Kassir, a/k/a “Abu Abdullah,” a/k/a “Abu Khadija,” an individual who is charged in the Southern District of New York with, among other things, conspiring to provide material support and resources to al Qaeda, has been extradited from the Czech Republic. The charges relate to his participation in an effort to establish a jihad training camp in Bly, Oregon, and his operation of several terrorist websites. Kassir was taken into FBI custody this morning in Prague.

The announcement was made today by Kenneth L. Wainstein, Assistant Attorney General for National Security, Michael J. Garcia, U.S. Attorney for the Southern District of New York, Mark J. Merson, Assistant Director in Charge of the New York Office of the Federal Bureau of Investigation, and Raymond W. Kelly, Police Commissioner of the City of New York.

On Dec. 11, 2005, Kassir was arrested by Czech authorities, during a layover in Prague, as he was traveling from Stockholm, Sweden, to Beirut, Lebanon. The arrest was based on a criminal complaint filed in the Southern District of New York, and a corresponding arrest warrant on file with Interpol. Kassir was thereafter detained in Prague, awaiting extradition to the United States. The superseding indictment was returned on Feb. 6, 2006 by a federal grand jury sitting in the Southern District of New York. The case is assigned to U.S. District Judge John F. Keenan. According to the complaint and the superseding indictment filed in Manhattan federal court:

Kassir conspired with Mustafa Kamel Mustafa, a/k/a "Abu Hamza" (hereafter “Abu Hamza”) and Haroon Rashid Aswat, and others, to establish a jihad training camp on a parcel of property located in Bly, Ore. As it was used by the conspirators in this case, the term "jihad" meant defending Islam against its enemies through violence and armed aggression, including killing the enemies of Islam, if necessary, in order to expel non-believers from holy Muslim lands.

The purpose of the Bly jihad training camp was to provide a place where Muslims could receive various types of training, including military-style jihad training, in preparation for a community of Muslims to move to Afghanistan. Once in Afghanistan, the men in the community would have gained enough familiarity with weapons at the Bly jihad training camp to fight jihad or to continue with additional jihad training in Afghanistan. In a letter faxed from one of the co-conspirators to another, the property in Bly was described as located in a "pro-militia and fire-arms state" that "looks just like Afghanistan," and the author stated that the group was "stock-piling weapons and ammunition."

In late 1999, Abu Hamza asked Kassir and Aswat to travel from London, England, to Bly, Ore., to assist with establishing the jihad training camp. Prior to their departure, Abu Hamza gave Kassir and Aswat approximately £4,000 to pay for expenses incurred while establishing the jihad training camp. Thereafter, on Nov. 26, 1999, Kassir and Aswat arrived at John F. Kennedy International Airport in New York, after which they traveled to Seattle, Wash. and then to Bly, Ore.

In Bly, Kassir complained to a witness that there were only a few men available to train at the jihad training camp. Kassir also told witnesses that he supported Usama Bin Laden and al Qaeda, and that he had previously undertaken jihad training in Afghanistan, Kashmir, and Lebanon. A witness also saw Kassir in possession of a compact disc that contained instructions on how to make bombs and poisons.

Kassir's terrorist Web sites, which he operated from approximately December 2001 until the time of his arrest, also contained instructions about how to make bombs and poisons. Kassir established at least three different websites, listed in the superseding indictment, which contained such instructions, including “The Mujahideen Explosives Handbook” and “The Mujahideen Poisons Handbook,” as well as other terrorist materials. At least one of these websites was located on an internet server that was at the time located in White Plains, N.Y.

The superseding indictment, which names Kassir as a defendant in 12 of its 19 counts, also charges Mustafa Kamel Mustafa, a/k/a “Abu Hamza,” and Haroon Rashid Aswat, both of whom are presently detained in England awaiting extradition to the United States on the charges. The three men are charged together in four counts with offenses relating to their efforts to establish the jihad training camp in Bly, Ore. Kassir is charged individually in a separate count relating to the jihad training camp, and in seven counts relating to his operation of terrorist websites. Seven counts in the Superseding indictment charge Abu Hamza individually with conspiracy and substantive offenses relating to hostage taking in Yemen, in 1998, and facilitating violent jihad in Afghanistan and supplying goods and services to the Taliban, in 2000 and 2001.

Abu Hamza was arrested in May 2004 by the Metropolitan Police at New Scotland Yard in London, England, on a warrant relating to these charges. Thereafter, Abu Hamza was charged with terrorism offenses by the U.K. authorities, which resulted in a conviction in the U.K. on Feb. 7, 2006. The extradition proceedings against Abu Hamza were stayed pending completion of the U.K. criminal proceedings. After Abu Hamza’s U.K. conviction was affirmed on appeal, the United States immediately renewed its efforts to extradite Abu Hamza to the United States to face the charges in the superseding indictment. The extradition proceedings against Abu Hamza are ongoing and the next court appearances in that matter are scheduled for Oct. 22, 23, and 29, 2007 in the U.K.

Aswat was arrested in Zambia in July 2005, and then deported to England, where he was arrested on the extradition request related to this case. The U.K. High Court has affirmed an extradition ordered entered against Aswat, and he has recently appealed his case to the European Court of Human Rights.

The attached chart identifies the counts in the superseding indictment with which Kassir is charged, and provides the corresponding statutory maximum terms of imprisonment.

Kassir, 41, is a Lebanese national, and also a citizen of Sweden. His last known residence was in Stockholm.

Kassir is expected to be arraigned today by Judge Keenan in Manhattan federal court at 4:15 p.m.

Mr. Wainstein and Mr. Garcia praised the New York Joint Terrorist Task Force, which includes agents from the FBI and detectives from the New York City Police Department. Mr. Wainstein and Mr. Garcia further expressed his appreciation to FBI Headquarters and the FBI field offices in Seattle; Salt Lake City, Utah; and San Francisco, Calif., as well as the U.S. Attorney's Office in Seattle and the Counterterrorism Section at the Department of Justice, for their assistance in the investigation of Kassir. Finally, Mr. Wainstein and Mr. Garcia also thanked the Office of International Affairs of the Criminal Division of the Department of Justice, Interpol, the Department of Homeland Security, the Czech Ministry of Justice, the Police of the Czech Republic, and the Prison Service of the Czech Republic for their assistance during the arrest and extradition proceedings involving Kassir.

The charges contained in the complaint and superseding indictment are merely accusations, and the defendants are presumed innocent unless and until proven guilty.

The Director of National Intelligence serves as the head of the Intelligence Community
(IC), overseeing and directing the implementation of the National Intelligence Program and
acting as the principal advisor to the President, the National Security Council, and the
Homeland Security Council for intelligence matters.
The Office of the Director of National Intelligence is charged with:
• Integrating the domestic and foreign dimensions of US intelligence so that there are
no gaps in our understanding of threats to our national security;
• Bringing more depth and accuracy to intelligence analysis; and
• Ensuring that US intelligence resources generate future capabilities as well as
present results.

NATIONAL INTELLIGENCE COUNCIL

Since its formation in 1973, the National Intelligence Council (NIC) has served as a bridge
between the intelligence and policy communities, a source of deep substantive expertise on critical national security issues, and as a focal point for Intelligence Community
collaboration. The NIC's key goal is to provide policymakers with the best, unvarnished,
and unbiased information. Its primary functions are to:

• Support the DNI in his role as Principal Intelligence Advisor to the President and
other senior policymakers.
• Lead the Intelligence Community's effort to produce National Intelligence
Estimates (NIEs) and other NIC products that address key national security
concerns.
• Provide a focal point for policymakers, warfighters, and Congressional leaders to
task the Intelligence Community for answers to important questions.
• Reach out to nongovernment experts in academia and the private sector—and use
alternative analyses and new analytic tools—to broaden and deepen the Intelligence
Community's perspective.

NIEs are the DNI's most authoritative written judgments concerning national security
issues. They contain the coordinated judgments of the Intelligence Community regarding
the likely course of future events.

NATIONAL INTELLIGENCE ESTIMATES AND THE NIE PROCESS

National Intelligence Estimates (NIEs) are the Intelligence Community’s (IC) most
authoritative written judgments on national security issues and designed to help US
civilian and military leaders develop policies to protect US national security interests.
NIEs usually provide information on the current state of play but are primarily
“estimative”—that is, they make judgments about the likely course of future events and
identify the implications for US policy.

The NIEs are typically requested by senior civilian and military policymakers,
Congressional leaders and at times are initiated by the National Intelligence Council (NIC).

Before a NIE is drafted, the relevant National Intelligence Officer is responsible for
producing a concept paper, or terms of reference (TOR), and circulates it throughout the
Intelligence Community for comment. The TOR defines the key estimative questions,
determines drafting responsibilities, and sets the drafting and publication schedule. One or more IC analysts are usually assigned to produce the initial text. The NIC then meets to
critique the draft before it is circulated to the broader IC. Representatives from the
relevant IC agencies meet to hone and coordinate line-by-line the full text of the NIE.
Working with their Agencies, representatives also assign the level of confidence they have in key judgments. IC representatives discuss the quality of sources with collectors, and the National Clandestine Service vets the sources used to ensure the draft does not include any that have been recalled or otherwise seriously questioned.

All NIEs are reviewed by National Intelligence Board, which is chaired by the DNI and is
composed of the heads of relevant IC agencies. Once approved by the NIB, NIEs are
briefed to the President and senior policymakers. The whole process of producing NIEs
normally takes at least several months.

The NIC has undertaken a number of steps to improve the NIE process under the DNI.
These steps are in accordance with the goals and recommendations set out in the Senate
Select Committee on Intelligence and WMD Commission reports and the 2004 Intelligence
Reform and Prevention of Terrorism Act. Most notably, over the last two years the IC has:

• Created new procedures to integrate formal reviews of source reporting and
technical judgments. The Director of CIA, as the National HUMINT Manager, as
well as the Directors of NSA, NGA, and DIA and the Assistant Secretary/INR are now
required to submit formal assessments that highlight the strengths, weaknesses, and
overall credibility of their sources used in developing the critical judgments of the NIE.

• Applied more rigorous standards. A textbox is incorporated into all NIEs that
explains what we mean by such terms as “we judge” and that clarifies the difference
between judgments of likelihood and confidence levels. We have made a concerted
effort to not only highlight differences among agencies but to explain the reasons for
such differences and to display them prominently in the Key Judgments.

THE US HOMELAND THREAT ESTIMATE: HOW IT WAS PRODUCED

The Estimate, Terrorist Threats to the US Homeland, followed the standard process for
producing National Intelligence Estimates (NIEs), including a thorough review of
sourcing, in-depth Community coordination, the use of alternative analysis, and review by outside experts. Starting in October 2006, the NIC organized a series of roundtables with IC experts to scope out terms of reference (TOR) for the Estimate. Drafters from
throughout the Community contributed to the draft. In May, a draft was submitted to IC
officers in advance of a series of coordination meetings that spanned several days. The
National Clandestine Service, FBI, and other IC collection officers reviewed the text for
the reliability and proper use of the sourcing. As part of the normal coordination process,
analysts had the opportunity--and were encouraged--to register “dissents” and provide
alternative analysis. Reactions by the two outside experts who read the final product were highlighted in the text. The National Intelligence Board, composed of the heads of the 16 IC agencies and chaired by the ODNI, reviewed and approved the Estimate on 21 June. As with other NIEs, it is being distributed to senior Administration officials and Members of Congress.

What We Mean When We Say: An Explanation of Estimative Language

When we use words such as “we judge” or “we assess”—terms we use synonymously—
as well as “we estimate,” “likely” or “indicate,” we are trying to convey an analytical
assessment or judgment. These assessments, which are based on incomplete or at times
fragmentary information are not a fact, proof, or knowledge. Some analytical judgments
are based directly on collected information; others rest on previous judgments, which
serve as building blocks. In either type of judgment, we do not have “evidence” that
shows something to be a fact or that definitively links two items or issues.

Intelligence judgments pertaining to likelihood are intended to reflect the Community’s
sense of the probability of a development or event. Assigning precise numerical ratings
to such judgments would imply more rigor than we intend.

We do not intend the term “unlikely” to imply an event will not happen. We use
“probably” and “likely” to indicate there is a greater than even chance. We use words
such as “we cannot dismiss,” “we cannot rule out,” and “we cannot discount” to reflect
an unlikely—or even remote—event whose consequences are such it warrants
mentioning. Words such as “may be” and “suggest” are used to reflect situations in
which we are unable to assess the likelihood generally because relevant information is
nonexistent, sketchy, or fragmented.

In addition to using words within a judgment to convey degrees of likelihood, we also
ascribe “high,” “moderate,” or “low” confidence levels based on the scope and quality of
information supporting our judgments.

• “High confidence” generally indicates our judgments are based on high-quality
information and/or the nature of the issue makes it possible to render a solid
judgment.

• “Moderate confidence” generally means the information is interpreted in various
ways, we have alternative views, or the information is credible and plausible but not
corroborated sufficiently to warrant a higher level of confidence.

• “Low confidence” generally means the information is scant, questionable, or very
fragmented and it is difficult to make solid analytic inferences, or we have significant
concerns or problems with the sources.

Key Judgments

We judge the US Homeland will face a persistent and evolving terrorist threat over the next three years. The main threat comes from Islamic terrorist groups and cells, especially al-Qa’ida, driven by their undiminished intent to attack the Homeland and a continued effort by these terrorist groups to adapt and improve their capabilities.
We assess that greatly increased worldwide counterterrorism efforts over the past five years have constrained the ability of al-Qa’ida to attack the US Homeland again and have led terrorist groups to perceive the Homeland as a harder target to strike than on 9/11.

These measures have helped disrupt known plots against the United States since 9/11.

• We are concerned, however, that this level of international cooperation may wane as
9/11 becomes a more distant memory and perceptions of the threat diverge.
Al-Qa’ida is and will remain the most serious terrorist threat to the Homeland, as its central leadership continues to plan high-impact plots, while pushing others in extremist Sunni communities to mimic its efforts and to supplement its capabilities. We assess the group has protected or regenerated key elements of its Homeland attack capability, including: a safehaven in the Pakistan Federally Administered Tribal Areas (FATA), operational lieutenants, and its top leadership. Although we have discovered only a handful of individuals in the United States with ties to al-Qa’ida senior leadership since 9/11, we judge that al-Qa’ida will intensify its efforts to put operatives here.

• As a result, we judge that the United States currently is in a heightened threat
environment. We assess that al-Qa’ida will continue to enhance its capabilities to attack the Homeland through greater cooperation with regional terrorist groups. Of note, we assess that al-Qa’ida will probably seek to leverage the contacts and capabilities of al-Qa’ida in Iraq (AQI), its most visible and capable affiliate and the only one known to have expressed a desire to attack the Homeland. In addition, we assess that its association with AQI helps al-Qa’ida to energize the broader Sunni extremist community, raise resources, and to recruit and indoctrinate operatives, including for Homeland attacks.

We assess that al-Qa’ida’s Homeland plotting is likely to continue to focus on prominent
political, economic, and infrastructure targets with the goal of producing mass casualties,
visually dramatic destruction, significant economic aftershocks, and/or fear among the US population. The group is proficient with conventional small arms and improvised explosive devices, and is innovative in creating new capabilities and overcoming security obstacles.

• We assess that al-Qa’ida will continue to try to acquire and employ chemical,
biological, radiological, or nuclear material in attacks and would not hesitate to use
them if it develops what it deems is sufficient capability.

We assess Lebanese Hizballah, which has conducted anti-US attacks outside the United
States in the past, may be more likely to consider attacking the Homeland over the next three years if it perceives the United States as posing a direct threat to the group or Iran.
We assess that the spread of radical—especially Salafi—Internet sites, increasingly
aggressive anti-US rhetoric and actions, and the growing number of radical, self-generating cells in Western countries indicate that the radical and violent segment of the West’s Muslim population is expanding, including in the United States. The arrest and prosecution by US law enforcement of a small number of violent Islamic extremists inside the United States—who are becoming more connected ideologically, virtually, and/or in a physical sense to the global extremist movement—points to the possibility that others may become sufficiently radicalized that they will view the use of violence here as legitimate.

We assess that this internal Muslim terrorist threat is not likely to be as severe as it is in Europe, however.

We assess that other, non-Muslim terrorist groups—often referred to as “single-issue” groups by the FBI—probably will conduct attacks over the next three years given their violent histories, but we assess this violence is likely to be on a small scale.

We assess that globalization trends and recent technological advances will continue to enable even small numbers of alienated people to find and connect with one another, justify and intensify their anger, and mobilize resources to attack—all without requiring a centralized terrorist organization, training camp, or leader.

• The ability to detect broader and more diverse terrorist plotting in this environment
will challenge current US defensive efforts and the tools we use to detect and disrupt
plots. It will also require greater understanding of how suspect activities at the local
level relate to strategic threat information and how best to identify indicators of
terrorist activity in the midst of legitimate interactions.

There is no Fundamental Islam."Fundamentalism" is a word that came from the heart of the Christian religion. It means faith that goes by the word of the Bible. Fundamental Christianity, or going with the Bible, does not mean going around and killing people. There is no fundamental Islam. There is only Islam full stop. The question is how the Koran is interpreted.All of a sudden we see that the greatest interpreters of Islam are politicians in the western world. They know better than all the speakers in the mosques, all those who deliver terrible sermons against anything that is either Christian or Jewish. These western politicians know that there is good Islam and bad Islam. They know even how to differentiate between the two, except that none of them know how to read a word of Arabic.The Language of IslamYou see, so much is covered by politically correct language that, in fact, the truth has been lost. For example, when we speak about Islam in the west, we try to use our own language and terminology. We speak about Islam in terms of democracy and fundamentalism, in terms of parliamentarism and all kinds of terms, which we take from our own dictionary. One of my professors and one of the greatest orientalists in the world says that doing this is like a cricket reporter describing a cricket game in baseball terms. We cannot use for one culture or civilization the language of another. For Islam, you've got to use the language of Islam.Driving Principles of IslamLet me explain the principles that are driving the religion of Islam. Of course, every Moslem has to acknowledge the fact that there is only one God.But it's not enough to say that there is only one God. A Moslem has to acknowledge the fact that there is one God and Mohammed is his prophet. These are the fundamentals of the religion that without them, one cannot be a Moslem.But beyond that, Islam is a civilization. It is a religion that gave first and foremost a wide and unique legal system that engulfs the individual, society and nations with rules of behaviour. If you are Moslem, you have to behave according to the rules of Islam which are set down in the Koran and which are very different than the teachings of the Bible.The BibleLet me explain the difference.The Bible is the creation of the spirit of a nation over a very, very long period, if we talk from the point of view of the scholar, and let me remain scholarly. But there is one thing that is important in the Bible. It leads to salvation. It leads to salvation in two ways.In Judaism, it leads to national salvation - not just a nation that wants to have a state, but a nation that wants to serve God. That's the idea behind the Hebrew text of the Bible.The New Testament that took the Hebrew Bible moves us toward personal salvation. So we have got these two kinds of salvation, which, from time to time, meet each other.But the key word is salvation. Personal salvation means that each individual is looked after by God, Himself, who leads a person through His word to salvation. This is the idea in the Bible, whether we are talking about the Old or the New Testament. All of the laws in the Bible, even to the minutest ones, are, in fact directed toward this fact of salvation.Secondly, there is another point in the Bible, which is highly important. This is the idea that man was created in the image of God. Therefore, you don't just walk around and obliterate the image of God. Many people, of course, used Biblical rules and turned them upside down. History has seen a lot of massacres in the name of God and in the name of Jesus. But as religions, both Judaism and Christianity in their fundamentals speak about honouring the image of God and the hope of salvation. These are the two basic fundamentals.The Essence of IslamNow let's move to the essence of Islam. Islam was born with the idea that it should rule the world.Let's look, then, at the difference between these three religions. Judaism speaks about national salvation - namely that at the end of the story, when the world becomes a better place, Israel will be in its own land, ruled by its own king and serving God. Christianity speaks about the idea that every single person in the world can be saved from his sins, while Islam speaks about ruling the world. I can quote here in Arabic, but there is no point in quoting Arabic, so let me quote a verse in English. "Allah sent Mohammed with the true religion so that it should rule over all the religions."The idea, then, is not that the whole world would become a Moslem world at this time, but that the whole world would be subdued under the rule of Islam.When the Islamic empire was established in 634 AD, within seven years - 640 - the core of the empire was created. The rules that were taken from the Koran and from the tradition that was ascribed to the prophet Mohammed, were translated into a real legal system. Jews and Christians could live under Islam provided they paid poll tax and accepted Islamic superiority. Of course, they had to be humiliated. And Jews and Christians living under Islam are humiliated to this very day.Mohammed Held That All the Biblical Prophets Were MoslemsMohammed did accept the existence of all the Biblical prophets before him. However he also said that all these prophets were Moslems. Abraham was a Moslem. In fact, Adam himself was the first Moslem. Isaac and Jacob and David and Solomon and Moses and Jesus were all Moslems, and all of them had writings similar to the Koran. Therefore, world history is Islamic history because all the heroes of history were Moslems.Furthermore, Moslems accept the fact that each of these prophets brought with him some kind of a revelation. Moses, brought the Taurat, which is the Torah, and Jesus brought the Ingeel, which is the Evangelion or Gospel - namely the New Testament.The Bible versus the KoranWhy then is the Bible not similar to the Koran?Mohammed explains that the Jews and Christians forged their books. Had they not been changed and forged, they would have been identical to the Koran. But because Christians and Jews do have some truth, Islam concedes that they cannot be completely destroyed by war [for now].Nevertheless, the laws a very clear - Jews and Christians have no rights whatsoever to independent existence. They can live under Islamic rule provided they keep to the rules that Islam promulgates for them.Islamic Rule and JihadWhat happens if Jews and Christians don't want to live under the rules of Islam? Then Islam has to fight them and this fighting is called Jihad. Jihad means war against those people who don't want to accept the Islamic superior rule. That's jihad. They may be Jews; they may be Christians; they may be Polytheists. But since we don't have too many Polytheists left, at least not in the Middle East - their war is against the Jews and Christians.A few days ago, I received a pamphlet that was distributed in the world by bin Laden. He calls for jihad against America as the leader of the Christian world, not because America is the supporter of Israel, but because Americans are desecrating Arabia with their filthy feet. There are Americans in Arabia were no Christians should be. In this pamphlet there is not a single word about Israel. Only that Americans are desecrating the home of the prophet.Two HousesThe Koran sees the world as divided into two - one part which has come under Islamic rule and one part which is supposed to come under Islamic rule in the future. There is a division of the world which is very clear. Every single person who starts studying Islam knows it. The world is described as Dar al-Islam (the house of Islam) - that's the place where Islam rules - and the other part which is called Dar al-Harb - the house of war. Not the "house of non-Muslims," but the "house of war." It is this house of war which as to be, at the end of time, conquered. The world will continue to be in the house of war until it comes under Islamic rule. This is the norm. Why? Because Allah says it's so in the Koran. God has sent Mohammed with the true religion in order that the truth will overcome all other religions.Islamic LawWithin the Islamic vision of this world, there are rules that govern the lives of the Moslems themselves, and these rules are very strict. In fundamentals, there are no differences between schools of law.However, there are four streams of factions within Islam with differences between them concerning the minutiae of the laws. All over the Islamic world, countries have favored one or another of these schools of laws. The strictest school of law is called Hanbali, mainly coming out of Saudi Arabia. There are no games there, no playing around with the meanings of words. If the Koran speaks about war, then it's war.There are various perspectives in Islam with different interpretations over the centuries. There were good people that were very enlightened in Islam that tried to understand things differently. They even brought traditions from the mouth of the prophet that women and children should not be killed in war.These more liberal streams do exist, but there is one thing that is very important for us to remember. The Hanbali school of law is extremely strict, and today this is the school that is behind most of the terrorist powers. Even if we talk about the existence of other schools of Islamic law, when we're talking about fighting against the Jews, or fighting against the Christian world led by America, it is the Hanbali school of law that is being followed.Islam and TerritoryThis civilization created one very important, fundamental rule about territory. Any territory that comes under Islamic rule cannot be de-Islamized. Even if at one time or another, the [non-Moslem] enemy takes over the territory that was under Islamic rule, it is considered to be perpetually Islamic.This is why whenever you hear about the Arab/Israeli conflict, you hear - territory, territory, territory. There are other aspects to the conflict, but territory is highly important.The Christian civilization has not only been seen as a religious opponent, but as a dam stopping Islam from achieving its final goal for which it was created.Islam was created to be the army of God, the army of Allah. Every single Moslem is a soldier in this army. Every single Moslem that dies in fighting for the spread of Islam is a shaheed (martyr) no matter how he dies, because - and this is very important - this is an eternal word between the two civilizations. It's not a war that stops. This was is there because it was created by Allah. Islam must be the ruler. This is a war that will not end.Islam and PeacePeace in Islam can exist only within the Islamic world; peace can only be between Moslem and Moslem.With the non-Moslem world or non-Moslem opponents, there can be only one solution - a cease fire until Moslems can gain more power. It is an eternal war until the end of days. Peace can only come if the Islamic side wins. The two civilizations can only have periods of cease-fires. And this idea of cease-fire is based on a very important historical precedent, which, incidentally, Yasser Arafat referred to when he spoke in Johannesburg after he signed the Oslo agreement with Israel.Let me remind you that the document speaks of peace - you wouldn't believe that you are reading! You would think that you were reading some science fiction piece. I mean when you read it, you can't believe that this was signed by Israelis who are actually acquainted with Islamic policies and civilization.A few weeks after the Oslo agreement was signed, Arafat went to Johannesburg, and in a mosque there he made a speech in which he apologized, saying, "Do you think I signed something with the Jews which is contrary to the rules of Islam?" (I have obtained a copy of Arafat's recorded speech so I heard it from his own mouth.) Arafat continued, "That's not so. I'm doing exactly what the prophet Mohammed did."Whatever the prophet is supposed have done becomes a precedent. What Arafat was saying was, "Remember the story of Hodaybiya." The prophet had made an agreement there with the tribe of Kuraish for 10 years. But then he trained 10,000 soldiers and within two years marched on their city of Mecca. He, of course, found some kind of pretext.Thus, in Islamic jurisdiction, it became a legal precedent which states that you are only allowed to make peace for a maximum of 10 years. Secondly, at the first instance that you are able, you must renew the jihad [thus breaking the "peace" agreement].In Israel, it has taken over 50 years in this country for our people to understand that they cannot speak about [permanent] peace with Moslems. It will take another 50 years for the western world to understand that they have got a state of war with the Islamic civilization that is virile and strong. This should be understood: When we talk about war and peace, we are not talking in Belgium, French, English, or German terms. We are talking about war and peace inIslamic terms.Cease-fire as a Tactical ChoiceWhat makes Islam accept cease-fire? Only one thing - when the enemy is too strong. It is a tactical choice.Sometimes, he may have to agree to a cease-fire in the most humiliating conditions. It's allowed because Mohammed accepted a cease-fire under humiliating conditions. That's what Arafat said to them in Johannesburg. When western policy makers hear these things, they answer, "What are you talking about? You are in the Middle Ages. You don't understand the mechanisms of politics."Which mechanisms of politics? There are no mechanisms of politics where power is. And I want to tell you one thing - we haven't seen the end of it, because the minute a radical Moslem power has atomic, chemical or biological weapons, they will use it. I have no doubt about that.Now, since we face war and we know that we cannot get more than an impermanent cease-fire, one has to ask himself what is the major component of an Israeli/Arab cease-fire. It is that the Islamic side is weak and your side is strong. The relations between Israel and the Arab world in the last 50 years since the establishment of our State has been based only on this idea, the deterrent power.Wherever You Have Islam, You Will Have WarThe reason that we have what we have in Yugoslavia and other places is because Islam succeeded into entering these countries. Wherever you have Islam, you will have war. It grows out of the attitude of Islamic civilization.What are the poor people in the Philippines being killed for? What's happening between Pakistan and India?Islamic InfiltrationFurthermore, there is another fact that must be remembered. The Islamic world has not only the attitude of open war, but there's also war by infiltration.One of the things which the western world is not paying enough attention to is the tremendous growth of Islamic power in the western world. What happened in America and the Twin Towers is not something that came from the outside. And if America doesn't wake up, one day the Americans will find themselves in a chemical war and most likely in an atomic war - inside the U.S.End of DaysIt is highly important to understand how a civilization sees the end of days. In Christianity and in Judaism, we know exactly what is the vision of the end of days.In Judaism, it is going to be as in Isaiah - peace between nations, not just one nation, but between all nations. People will not have any more need for weapons and nature will be changed - a beautiful end of days and the kingdom of God on earth.Christianity goes as far as Revelation to see a day that Satan himself is obliterated. There are no more powers of evil. That's the vision.I'm speaking now as a historian. I try to understand how Islam sees the end of days. In the end of days, Islam sees a world that is totally Moslem, completely Moslem under the rule of Islam. Complete and final victory.Christians will not exist, because according to many Islamic traditions, the Moslems who are in hell will have to be replaced by somebody and they'll be replaced by the Christians.The Jews will no longer exist, because before the coming of the end of days, there is going to be a war against the Jews where all Jews should be killed. I'm quoting now from the heart of Islamic tradition, from the books that are read by every child in school. They Jews will all be killed. They'll be running away and they'll be hiding behind trees and rocks, and on that day Allah will give mouths to the rocks and trees and they will say, "Oh Moslem come here, there is a Jew behind me, kill him." Without this, the end of days cannot come. This is a fundamental of Islam.Is There a Possibility to End This Dance of War?The question which we in Israel are asking ourselves is what will happen to our country? Is there a possibility to end this dance of war?The answer is, "No. Not in the foreseeable future." What we can do is reach a situation where for a few years we may have relative quiet.But for Islam, the establishment of the state of Israel was a reverse of Islamic history. First, Islamic territory was taken away from Islam by Jews. You know by now that this can never be accepted, not even one meter. So everyone who thinks Tel Aviv is safe is making a grave mistake. Territory, which at one time was dominated by Islamic rule, now has become non-Moslem. Non-Moslems are independent of Islamic rule; Jews have created their own independent state. It is anathema.And (this is the worse) Israel, a non-Moslem state, is ruling over Moslems. It is unthinkable that non-Moslems should rule over Moslems.I believe that Western civilization should hold together and support each other. Whether this will happen or not, I don't know. Israel finds itself on the front lines of this war. It needs the help of its sister civilization. It needs the help of America and Europe. It needs the help of the Christian world.
