JORDAN & HAMAS - FORGE NEW ALLIANCE

Jordan's Outreach to
Hamas: The Politics of Distress

Pinchas Inbari

Until recently, Jordan was the only Arab country that had boycotted the fundamentalist
Hamas movement. However, in 2007 Jordanian intelligence held a series of meetings with Hamas leaders to end hostile relations and start afresh.
Jordan's greatest fear is that it be considered the "alternative homeland" for the Palestinians. That is why all political formulas that Jordan is ready to consider are based on the "two-state solution" - a Palestinian state in the West Bank and
Gaza and a Jordanian state in the East Bank. Jordan would only consider confederation arrangements with the Palestinians after a Palestinian state is declared west of the Jordan River.
Israel's regional policies have thrown Jordan off balance. The tahdiya (calm) agreement with
Hamas caused great embarrassment moderate Arab countries and exploded the policy of isolating Hamas. In addition, in its prisoner deal with Hizbullah, Israel agreed to hand over to Hizbullah the bodies of Jordanians. If Israel, for pragmatic reasons, finds it appropriate to engage with Hamas, why shouldn't Jordan do the same?
Traditionally, Jordan has cooperated closely with Israel to maintain the status quo in
Jerusalem, and Israel has formally recognized Jordan's role as the sole custodian of the Holy City's Muslim shrines, in line with the 1994 "Arava agreement." However, Israel's preference to work with UNESCO as opposed to Jordan regarding repairs to the Al Aqsa staircase was seen to be aimed at ending Jordan's exclusive role as sole custodian of Jerusalem's Muslim shrines.
There is a virtual consensus in the Arab media that Russia has been the winner in its bloody attack on Georgia, while the U.S. and its Western allies failed to protect their Georgian ally. Following the Russian invasion of Georgia, King Abdullah II flew to Moscow and indicated an interest in buying Russian weapons, with all of the implications such a move entails.
Hamas influence in Jordan and the West Bank is rising. Iran and Russia are moving to reshape the Middle East. At the same time, Jordan fears it cannot trust the political will of its traditional allies as Israel has diplomatically engaged Jordan's adversaries - Syria and Hamas. Jordan's current policy can best be categorized as a "distress call" - one that should be heeded by Israel and the West before it is too late.

A 180-Degree Shift

Until recently, Jordan was the only Arab country that had boycotted the fundamentalist
Hamas movement and prohibited its leadership entry into Jordan. Amman had ordered Hamas to close its offices in 1999 and leave the country when it was revealed that Hamas' Amman bureau had been engaged in planning sabotage and terror operations. Subsequently, the Hamas leadership headed by Khaled Mashaal attempted to relocate to Qatar, but instead moved its base of operations to Damascus in the same year. As recently as April 2006, Jordan openly accused Mashaal of planning to assassinate government leaders and launch terror attacks in the kingdom.1
However, in July 2007 it was reported that Jordanian intelligence had held a series of meetings with
Hamas leaders in order to end the hostile relations with the monarchy and start afresh. The Jordanian leadership initiated the meetings. This apparent 180-degree shift in policy was accented by King Abdullah II's visit to Moscow in August 2008 - in the immediate aftermath of the Moscow visit by Syrian President Bashar Assad on the heels of the Russian invasion of Georgia. Abdullah reportedly raised the option with his Kremlin hosts of purchasing Russian weaponry for the Jordanian army.2
What caused Jordan's 180-degree shift? A large part of the answer lies in the conviction that the Annapolis peace process between Israel and the
Palestinian Authority is on the verge of collapse. Currently, Jordanian government leaders are concerned with their increasingly precarious situation. Iran, its Syrian partner and Hizbullah and Hamas proxies are playing a destabilizing role in the region, while Jordan sees Israel and the United States as currently unwilling to confront them.
Abdullah senses danger in a troubling regional context featuring the likely the collapse of the Palestinian-Israeli peace process, a very weak
Palestinian Authority leadership, and growing Hamas power in the West Bank and in Jordan. Amman is not confident that Israel and the U.S.-led Western alliance will contain the growing threats.
Perhaps Jordan's greatest fear is that it be considered the "alternative homeland" for the Palestinians instead of a Palestinian state in the West Bank and
Gaza. That is why all political formulas that Jordan is ready to consider are based on the "two-state solution" - a Palestinian state by definition in the West Bank and Gaza and a Jordanian state by definition in the East Bank. Jordan would only consider confederation arrangements with the Palestinians after a Palestinian state is declared west of the Jordan River.
King Abdullah had been one of the biggest supporters of the Annapolis peace process and had acted as one of its main "behind-the-scenes" advocates. However, as negotiations hit a dead end, Abdullah lost interest, and then became alarmed when he internalized the dangers inherent in the lack of political will displayed by Israel, the United States, and the West in confronting the regional threats emanating from
Iran, its Syrian ally, and surrogates such as Hizbullah and Hamas.

Jordan: Israel Negotiated a Cease-Fire with
Hamas

According to leading Jordanian columnist Muhammad Hussein al-Mu'mini, writing in the mainstream Jordanian daily al-Ghad, "the problem began when Israel made the tahdiya [calm] agreement with
Hamas after conducting negotiations with them through the Egyptians as if Hamas is a sovereign political entity."3 Al-Mu'mini also noted, "the tahdiya caused great embarrassment to the PA and the moderate Arab countries, even to the international community that put Hamas in siege." Israel, he said, "exploded the policy of isolating Hamas."
Israel's regional policies have thrown Jordan off balance. Mu'mini noted that in the prisoner deal with
Hizbullah, Israel "sharpened Hizbullah's spear and gave it both international and Lebanese legitimacy. It would have been better to hand the prisoners to the Lebanese government." There was a Jordanian aspect to the deal with Hizbullah, as Israel also agreed to hand over to Hizbullah the bodies of Jordanians. According to Mu'mini, this was an "extreme provocation to Jordanian diplomacy." He explained that, "There is a peace accord with Jordan giving Jordan and Israel the legal cover for the exchange of the dead prisoners' bodies." If Israel, for pragmatic reasons, finds it appropriate to engage with Hamas, why shouldn't Jordan do the same?
Another Jordanian analyst, Hamadeh Farawna, considers
Hamas' tahdiya agreement with Israel the main reason behind the Jordanian-Hamas reengagement.4 According to Farawna's assessment, Jordan was also impressed by Hamas' resolve in obligating other terror factions in Gaza to observe Hamas' tahdiya with Israel. In this "encouraging" context, Amman decided to lessen tensions with the Muslim Brotherhood in Jordan. Farawna reminded us that despite the years of boycott, Muhammad Nazzal of the Hamas diaspora politburo would still visit Amman every three months.5
It is critical to consider that in May 2008, the Muslim Brotherhood in Jordan elected Hamam Said, a self-proclaimed
Hamas figure from Jenin, as its leader. Said did not conceal his views that Jordan must become a "muqawama - (resistance)" territory like Gaza and Lebanon.

A Political Dialogue between Jordan and
Hamas

At this juncture, Jordanian intelligence exclusively has managed contacts with
Hamas. However, a political dialogue will likely develop between Jordan and Hamas if the group assuages Jordanian concerns that the Muslim Brotherhood will "militarize" its activities in classical Hamas style.
Hamas, too, has sought a rapprochement with Jordan to further its interests. The organization has been unhappy with its isolation in Gaza and its precarious position in Damascus. While Damascus is not a natural choice for a Muslim Brotherhood headquarters, Hamas had little choice following its 1999 expulsion from Amman. Moreover, the strained relations between the secular Ba'athist regime in Damascus and the Muslim Brotherhood only intensified the problematic nature of Hamas' presence in Damascus.
Tensions worsened recently following the initiation of diplomatic contacts between
Syria and Israel. Hamas suspects that Syria might exploit the meetings with Israel to tighten its grip on Hamas. A Fatah website went even further by publishing a report that Syrian intelligence arrested Hamas activists in Damascus.6 It is probable that Fatah sought to drive a wedge between Hamas and Syria. And while it is even possible that the report was fabricated, the political environment surrounding the report would seem to provide a pretext for its publication.
From
Hamas' vantage point, the May 2008 election of Hamas leader Hamam Said as the new head of Amman's Muslim Brotherhood rendered Jordan the ideal location for the group's activities. Jordan, for its part, preferred the option of engaging Damascus-based Hamas leader Khaled Mashaal in order to contain Said's aspirations to launch "resistance" actions from Jordanian soil, instead of confronting him, particularly while Israel has maintained a ceasefire with Hamas in Gaza.
Mashaal played an important role in
Hamas' rapprochement with Jordan. On August 21, 2008, he said at a gathering of Palestinians in Damascus that Hamas opposes "all the projects" that are now on the table that aim at settling the refugees in Lebanon or the "alternative homeland" in Jordan. "We shall not accept a solution at the expense of Jordan, nor Lebanon, nor any other (Arab) party."7
Despite Jordan's anxiety over
Hamas and the prospect of being called an "alternative Palestinian homeland," and in line with its insistence on a Palestinian state in the West Bank, the kingdom has on occasion indicated its readiness to assist the Palestinians in the West Bank. Prior to the Annapolis process, Jordan reportedly was interested in dispatching the Jordanian-commanded Palestinian Badr Forces to the West Bank in order to impose the rule of law.8 Israel blocked the initiative, but Jordan has still not disbanded the 2,000-man Palestinian security force that was recruited from Jordan - not the West Bank. The force belongs to the PLO's Liberation Army and maintains allegiance to the Palestinian flag. However, the force is under the complete authority of the Jordanian supreme command. Israel's cabinet decision to torpedo the Badr Force option shelved a potential opportunity to advance tripartite cooperation between Jordan, Israel, and moderate Palestinians to advance the situation on the West Bank towards a permanent solution.
However, Jordan's current engagement of
Hamas seems to indicate that Abdullah will pursue a negative and more confrontational posture towards Israel.
Jordan may have already begun its new approach over the sensitive political issue of
Jerusalem. In early August 2008, Jordan launched a campaign of tough rhetoric against Israeli and Western activity in eastern Jerusalem that seemed to proximate Hamas' declarations.9 For example, both Hamas and Jordan publicly rejected the role of UNESCO's construction work on the staircase leading up to the Muslim holy sites via the Mugrabi Gate.

The Jordan-Israel Relationship

Traditionally, Jordan has cooperated closely with Israel to maintain the status quo in
Jerusalem, and Israel has formally recognized Jordan's role as the sole custodian of the Holy City's Muslim shrines, in line with the 1994 Arava agreement signed by former King Hussein and Prime Minister Yitzhak Rabin. So it is a sign of acute Jordanian distress that Jordan has recently attempted to draw international attention to the Jerusalem issue.
For its part,
Hamas opposes any non-Muslim involvement in the areas in and around Jerusalem's Muslim holy shrines. Jordan's al-Mu'mini wrote that Israel's preference to work with UNESCO as opposed to Jordan regarding repairs to the Al Aqsa staircase was "the last straw," as it appeared to be aimed at ending Jordan's exclusive role as sole custodian of Jerusalem's Muslim shrines in cooperation with Israel.

The Return of Russia's Influence

Jordan also received a bear hug from an unexpected source: Dr. Ahmad Yusuf, advisor to
Hamas Prime Minister Isma'il Haniye said: "The fundamental issue in (the Jerusalem crisis) is that there are historic relations and religious and social links between us and Jordan in addition to the (Jordanian) political interest in the Palestinian problem since its inception." Hamas' cozying up to Jordan does not necessarily indicate a readiness to close ranks over the Palestinian issue. However, it does reflect the roles of Iran and Russia in a recalibration of superpower politics. Yusuf noted, "The contacts between Jordan and Hamas are a result of regional and international developments."10 Decoding his statement means: 1. Hamas is completing the expulsion of Fatah from Gaza, and stands to takeover the West Bank; 2. The Russian invasion of Georgia signals a major recalibration of power in the Middle East that works in Hamas' favor.
There is a virtual consensus in the Arab media that Russia has been the winner in its bloody attack on Georgia, while the United States and its Western allies failed to protect their Georgian ally. Lebanese commentator Eyad Jamaleddine noted on the Ya Liban website that the "U.S. abandoned Georgia as it did
Lebanon."11 In the London daily al-Quds al-Arabi, Abd al-Bari Atwan asked: Has the American honeymoon ended?12
King Abdullah wasted no time in appealing to the reemerging Russian power. Following the Russian invasion of Georgia, he flew to Moscow and indicated an interest in buying Russian weapons, with all of the serious implications such a move entails. The London-based Al-Hayat disclosed that the king visited a Russian base near Moscow to watch a demonstration of the Russian arsenal.13 Russian sources told the paper that the visit gave a "strong push" to military cooperation between the two countries, and that Jordan received a license to manufacture the Russian RPG 32 anti-tank missile, to be called "Hashem," with permission to sell this missile to third countries.
Jordan is growing increasingly uneasy.
Hamas influence in Jordan and the West Bank is rising. Iran and, more recently, Russia are ascendant and moving to reshape the Middle East. At the same time, Jordan fears it cannot trust the political will of its traditional allies. The United States appears to have backed off on Iran and Syria, while Washington has avoided confrontation with Russia. Furthermore, Israel has diplomatically engaged Jordan's adversaries - Syria and Hamas.
Jordan has not yet upgraded it contacts with
Hamas beyond security cooperation, to the political level. Hamas sources in Damascus confirmed that Jordan would not be inviting Mashaal to Amman, and Hamas' politburo is not to be reinstated in the Jordanian capital.14 Jordan has not continued its aggressive rhetoric over Jerusalem. As al-Mu'mini notes, "Jordan wants to keep its peace treaty with Israel," but at the same time it seeks to create the means to force Israel to take Jordan more seriously. Jordan's current policy can best be categorized as a "distress call" - one that should be heeded by Israel and the West before it is too late.

Terrorism strikes Israeli children
From the Israel Matzav Blog: http://israelmatzav.blogspot.com/

Get out some tissues before you watch this. This is a video about Israeli children aged 17 and under who were murdered by 'Palestinian' terrorists between 2000 and 2005. It's scary how many of them I recognize. May God avenge their blood.

Clear and Present Danger

Clear and Present Danger

Irwin Cotler - Aug 01, 2007
World Jewish Digest

We are witnessing a state-sanctioned incitement to genocide, whose epicenter is Mahmoud Ahmadinezhad’s Iran, where the toxic advocacy of the most horrific of crimes is embedded in the most virulent of hatreds—anti-semitism.

This eliminationist hatred of Jews is propelled by a desire to acquire nuclear weapons for the stated purpose of eliminating Israel “in one single storm.” Iran’s leaders have not hid their intentions. Indeed, in any number of ways, they have already shown us the methods and means of their plan.

They have paraded in the streets of Tehran a Shihab-3 missile draped in the emblem “wipe Israel off the map.” They have denied the European Holocaust as they incite a new Middle Eastern one. They have espoused an eschatological fanaticism that seeks the “death of Israel” as an apocalyptical annihilationist precursor to the Messianic coming of the twelfth Imam.

Whatever the index of measurement—state-sanctioned incitement to genocide, nuclear proliferation, state support for international terrorism—Ahmadinezhad’s Iran constitutes not only an existential threat to Israel and the Jewish people, but also a threat to Middle East and international peace and security. Moreover, Ahmadinezhad’s Iran is also a major violator of the rights of its own citizens, reminding us of the principle that countries that do not respect the rights of their own citizens are unlikely to respect the rights of theirs neighbors.

The Iranian threat is as pervasive as it is persistent and as serious as it is substantial, threatening not only Israel and world Jewry but international peace and security. But it can be addressed and redressed. What is lacking is a comprehensive, sustained and multi-layered strategy led by the United Nations Security Council and the international community as a whole.

The Scope of the Iranian Threat
Since its nuclear enrichment program was revealed in 2003, Iran has rejected offers from the international community to cooperate in the development of the peaceful uses of atomic energy, including a range of economic incentives, while continuing to defy the international community. In particular, it has repudiated U.N. Security Council Resolutions 1696, 1737 and 1747 passed in July 2006, December 2006 and March 2007, respectively.

As Iran dismisses the U.N.’s authority, there have been a series of ominous developments. The most recent came on May 25, 2007, when the U.N. International Atomic Energy Agency (I.A.E.A.) reported that Iran sharply accelerated its uranium enrichment program, such that there were four times as many centrifuges on May 25 as had been reported in February 2007. Iran has also halted its cooperation with U.N. inspectors and the head of the IAEA, Mohamed El Baradei (who is normally circumspect in his remarks), said that Iran was proceeding at a pace at which it could enrich enough uranium to make atomic bombs by 2010. Other intelligence sources have said that Iran could have bomb-making capability as early as 2008.

On that same May day, Iranian President Ahmadinezhad said that “Iran will never retreat even one step” from its program to develop nuclear weapons and warned again about Israel being “uprooted” from the Middle East.

A nuclear-armed Iran would constitute a direct threat to the stability of the Middle East, as it may trigger a nuclear-arms race among other Middle Eastern states. What’s more, Iran’s pursuit of weapons increases the likelihood of terrorist non-state actors, including Iranian proxies like Hamas and Hezbollah, to seek or secure access to nuclear capability.

Even if such weapons are not used, the balance of power in the Middle East will be dramatically transformed. Iran’s temptation to obtain regional hegemony will increase; it could then seek to blackmail its neighbors and use the terrorist weapon more freely against Israel and Jewish targets around the world. Moreover, the regional nuclear-arms race will intensify, exacerbating the existential danger to Israel and the Jewish people.

Combating the Iranian Threat
There are a number of remedies that are authorized under United Nations institutions, such as the U.N. Security Council, and the U.N. Secretary General, as well as under U.N. Law, such as the U.N. Charter and the Genocide Convention.

First, state parties to the Genocide Convention, such as the United States, have not only a right, but a responsibility, to enforce the Convention, particularly as regards the prevention of genocide. It is astonishing that the horrific incitement to genocide by Ahmadinezhad has yet even to be addressed by the U.N. Security Council, the U.N. General Assembly, or any other body or agency of the United Nations.

Second, as a corollary, the U.N. General Assembly, meeting on September 18 for its 62nd session, should declare this genocidal incitement as a standing violation of the United Nations’ Charter, which prohibits such threats to the territorial integrity and political independence of any state.

Third, state parties should initiate in the International Court of Justice an inter-state complaint against Iran, also a state party to the Genocide Convention, for its “direct and public incitement to genocide” in violation of the Genocide Treaty.

Fourth, the situation of the international criminality of President Ahmadinezhad, and other Iranian leaders, should be referred by the U.N. Security Council to the special prosecutor of the International Criminal Court for investigation and prosecution.

Fifth, state parties to the Genocide Convention should prepare criminal indictments for President Ahmadinezhad, former President Hashemi Rafsanjani and other Iranian leaders on the basis of the “universal jurisdiction” principle embodied in the Genocide Convention.

Sixth, pursuant to the Genocide Convention and the Statute for the International Court, the U.N. Secretary General should refer the genocidal incitement of President Ahmadinezhad and other Iranian leaders to the U.N. Security Council, as a matter threatening international peace and security, pursuant to Article 99 of the U.N. Charter.

Finally, President Ahmadinezhad and other designated Iranian leaders should be placed on a “watch list” by concerned countries preventing their entrance as “inadmissible persons.”

A Comprehensive Security Council Resolution
While Iranian nuclear enrichment continues to accelerate, and a nuclear weapons capability may be only a year away, the international response proceeds in slow motion. Accordingly, given the continued defiance by Iran, the U.N. Security Council should now move to adopt an enhanced and targeted resolution that will include the following components.

1. Target the vulnerable oil and gas industrial sectors. International economic sanctions will only be effective if they have a impact on Iran’s lucrative energy sectors including, in particular, the Iranian engineering giant Khatam-ol-Anbia, the nerve center of the Iranian natural gas and oil pipeline industry.

2. Target the banking and military-industrial sectors. The previous U.N. Security Council Resolutions only froze the accounts of Sepah, Iran’s fourth-largest bank. However, several other Iranian banks, including Bank Melli, Bank Saderat and the Central Bank of Iran, should have their funds frozen overseas and sanctioned with a ban on doing business with them. The massive military-industrial complex must be targeted, as it is controlled by the Iranian Revolutionary Guards, who are involved directly with Iran’s proliferation activities and increasingly in control of the economy.

3. Implement the sanctions regime adopted by the U.N. In particular, Europe should leverage its $20 billion in loans to Iran while member states of the international community should withdraw any export credits respecting the trading with and financing of the Iran economy.

4. Treat President Ahmadinezhad and the officers of his regime as “inadmissible persons,” unable to enter countries to spread their message of hatred beyond Iran’s borders. There should be no sanctuary for those who incite to genocide or commit crimes against humanity, or seek to acquire nuclear weapons for that purpose or other nefarious means.

5. Impose a two-way arms embargo. The flow of weapons, both into and out of Iran, must be stopped. A complete embargo would prevent the weapons entering Iran from being used for terror, just as cutting off the cash flow from arms sales would prevent its financing.

6. Establish a U.N. monitoring team to ensure compliance with these sanctions and to verify that member states obey what has been agreed upon. Without such follow-up, any new sanctions risk amounting to little more than words on paper, lacking any practical effect on their object.

7. Enforce the foreign asset forfeiture that has been imposed on 23 Iranian persons and entities by the European Union. The U.N. should incorporate this list into its own, putting an end to financial safe havens for those who bankroll genocide.

In a word, Iran needs to be shut out from the international financial system until compliance is achieved. The previous U.N. sanctions must be followed- up in the form of tougher sanctions that go after a broader range of banks, companies and industries that deal directly with nuclear capacity, energy, and financing of terror and those supporting it. Iran is well integrated into the world economy—and it has survived the symbolic sanctions unscathed. Real sanctions would leave the economy vulnerable, bringing the goals of such sanctions to fruition.

Divestment
As a complementary support system to comprehensive U.N.-sponsored economic and financial sanctions, it is a necessity to encourage divestment from companies, institutions and entities doing businesses in Iran. Such a campaign would exert considerable pressure on those in the Iranian leadership who are responsible for the public incitement to genocide, the acceleration of uranium enrichment to achieve nuclear capacity and its state-sponsorship of international terrorism.

The United States has taken the lead in developing concentrated divestment campaigns targeting specific Iranian entities. Indeed, in the U.S., the divestment campaign is part of a broader push to encourage divestment from companies doing business with countries that sponsor terrorism. For example, bills have been introduced in the U.S. Congress and individual states to order pension funds to divest themselves of any Iranian interests. A bill introduced on May 16, 2007, also seeks to protect fund managers from shareholder lawsuits should the funds divest interest in energy companies doing business with Iran.

An international divestment would send a clear message to the leadership in Iran: its state-sanctioned incitement to genocide, its uranium enrichment program and its terrorist financing are not only violations of international law and a threat to international peace and security, but also utterly prejudicial to the national interests of Iran and Iranians themselves.

Congressional and Other Parliamentary Initiatives
If the United Nations Security Council and other U.N. agencies do not act, on their own initiative, to bring Ahmadinezhad and the Iranian leadership to account, the developing initiatives in the U.S. Congress and other parliaments may yet prevail upon the U. N. to undertake the necessary actions.

For example, on June 20, 2007, the U.S. House of Representatives passed H. Con. Res. 21 by a sweeping 411-2 vote. Although nonbinding, this measure calls on the Security Council to charge Iranian President Ahmadinezhad with violating the 1948 Convention on the Prevention and Punishment of the Crime of Genocide and the U.N. Charter “because of his calls for the destruction of the State of Israel.” Similarly, Canada’s House of Commons’ Foreign Affairs Subcommittee on International Human Rights passed a motion to refer the “direct and public incitement to genocide” by Iranian officials, including President Ahmadinezhad, to the United Nations.

These legislative initiatives have not only an important symbolic value; rather, they signify a finding, a legal determination, that Iranian leadership is engaged in incitement to genocide. They are representative of a growing consensus that Iranian officials have violated prohibitions of the Genocide Convention and the Treaty for an International Criminal Court, and should be duly addressed through the U.N. system. Beyond North America, a similar motion is now before the United Kingdom’s Parliament and is moving forward in Australia.

Public Diplomacy
It is important not to conflate Ahmadinezhad’s Iran with the Iran many of its citizens wish to see established as a free, democratic state living at peace with its neighbors. Experts speak hopefully of the forces of change working within Iran, though, admittedly, there are also those who regard the authoritarian control and repression of the extremist Iranian leadership as overriding. Yet, Iranian scholars such as McGill Law Professor Payam Akhavan, a board member of the Iran Human Rights Documentation Center at Yale University, have stated that many of the fissures we are witnessing in Iran may well be the “dying gasp” of a regime that has lost touch with the majority of its Iranian citizens.

Accordingly, the appropriate public diplomacy should support the dynamic civil society struggling to have its voice heard, while reflecting the necessity of isolating, and holding accountable at the same time, the authoritarian regime of President Ahmadinezhad. The international community should support the Iranian civil society’s promotion of democracy, human rights, good governance and the rule of law in Iran.

The list of initiatives suggested here constitutes a necessary set of strategic actions in the interest of the protection of Israel, the promotion of international peace and security, and the long-term interests of the state and people of Iran itself. U.S. MIDDLE-EASTERN POLICY WILL SPELL DISASTER FOR ISRAEL

THE STUPIDITY AND ARROGANCE OF U.S. MIDDLE-EASTERN POLICY WILL SPELL DISASTER FOR ISRAEL & THE WESTERN WORLD

Bill Maniaci, B’nai Elim Blogmaster
‏יום שלישי 31 יולי 2007

The forthcoming twenty-billion dollar arms sale to the Saudis and other Arab States in region will spell disaster for the defense of Israel. The arms deal will tilt the precarious balance of power in overwhelming favor to those who would rejoice in the destruction of Israel.

The time for decisions by the American people has arrived. The people of the United States must decide whom to support. This administration is blindly arming our enemies to insure the supply of crude. Israel, in the eyes of this administration, is becoming “expendable” and the fallout at home from an Arab victory over Israel is being considered as “manageable in light of what is at stake in the region”. Already, there are closed-door discussions about who will take the surviving Israelis after Israel is beaten and destroyed.

Why are we allowing this to happen? A school child can see where the mad policies of the U.S. will take the Middle-East and the World. We are on a wild, and soon to be out of control, policy which can only end in not only the destruction of Israel, but the beginning of the end for Western Civilization as we know it.

Are the Americans oblivious to what is happening in the world at the instigation of the U.S. State Department? The executive branch of our Government is out of control. The legislative branch, Congress, has never before in our history been so inept and short-sighted as it is today. The liberals are solidly moving towards American withdrawal from the Middle-East. They are racing down the path of appeasement and isolationism while the Conservative Republicans are blindly being led down a path that will result in an unnecessary and avoidable apocalypse. We are devoid of the proper leadership in the White House and on Capitol Hill. It is time for the American people to stand up for what is righteous or suffer an inevitable decline in power, prestige, influence, and security.

Others in this world are watching and biding their time, fully intent on assisting the demise of not only Israel, but the United States as well. One has only to look at the constant increase and development of the military might of China to recognize the enemy waiting in the wings. In addition, Russia, who has historically only befriended the United States when she needed something is becoming more openly belligerent towards America and our policies and is overtly supplying our enemies.

Only strength of purpose and the will of the American people can prevent the cataclysmic events that are looming on the horizon. If the developing catastrophe in the Middle-East isn’t enough… we cannot forget that we are deeply in a war of Civilized Ideology vs. a worldwide Islamic Jihad which seeks to destroy America’s abilities to influence world affairs.

The battle plans of our enemies are simple… they have only to destroy our financial infrastructure and force us into a situation where we must focus one-hundred percent of our resources on the preservation of the United States. They have the means and the ability to do just that and their plans have already been set into motion.

I have seen intelligence information clearly indicating that our enemies have imported into the United States, tactical nuclear weapons. They intend to simultaneously detonate those weapons in several industrial and population centers in America. The focus of these attacks will be our Financial Center in Manhattan. Secondary targets will be our National Power Grid, our Major Port Facilities, our Oil Refineries and Pipelines, and collaterally, our Food and Water supplies.

If these attacks are successful, or if only one or two detonations cannot be prevented, they will have accomplished what no one in the history of the United States has been able to do… they will have brought us to our knees.

Retaliation will be out of the question because these terrorists do not fly the flags of any other nation… they stand under the flag of Islam. Such a multi-level disaster would cause national panic. Credit cards would cease to function and only cash would be accepted for necessities, ATM’s would be useless, Gas Stations would be unable to pump fuel, delivery of necessities would grind to a snail’s pace, panic and massive civil disobedience would be unavoidable and un-controllable.

The United States Government would be forced to recall our forces world-wide, restore order to the country. On the world stage, the United States would be totally ineffectual and without influence. Such a strike, if successful, would take decades to overcome. While we concentrate on rebuilding, our enemies would advance like a tide of locusts. A new, Islamic Dark Age will have begun. If this sounds like science-fiction… just think about it.

At least seven tactical nuclear weapons are in place in the United States and our Government cannot find them. These devices are easily transported and hidden. Could it be that our Government is succumbing to nuclear blackmail? Why else would we send $20 Billion Dollars in the latest high-tech weaponry to our enemies? Why else would we be willing to feed Israel to the sharks?

We know that Syria has been armed to the teeth by Iran and Saudi Arabia and is intent on attacking Israel. We know that Saudi Arabia and Iran are arming and supporting insurgents in Iraq and are directly responsible for the deaths of American Soldiers. We know that Saudi Arabia will stop at nothing to preserve the Saudi monarchy; we know that the smaller Arab Countries and Emirates will totally follow and support the policies of larger Arab countries and that the countries that are ruled by the Shariah (Islamic Law) will also rise against the United States.

So, there you have a brief, thumbnail sketch of what we and the rest of Western Civilization is facing. The wheels are in motion and when these events will occur is anyone’s guess. The Islamic world is known for its patience and its brutality, ferociousness and savagery. We are unprepared for what is nearly upon us.

We may have some time left. What we are able to accomplish with the time given us is up to you. Obviously, Twenty Billion in weapons to our enemies is more than mere stupidity. Sacrificing Israel is unconscionable.

You must decide what it is, and do something about it… Now!!!

Royal Committee of Jerusalem Affairs warns Israel

Blogmaster’s two agoras worth: If you read below and are gullible, you might actually believe that Israel is planning to tunnel up into the Dome of the Rock and the Al Aqsa Mosques which now sit atop the site of the rapidly approaching Third Temple. Not that such tunneling would be a bad thing; in fact, if such tunnels were being built I would pray that they are as wide as a twelve lane highway and as deep as the Grand Canyon. Nevertheless, we know that Israel would never tunnel beneath those Islamo-Nazi structures for fear of damaging even a speck of paint (world opinion you know). How stupid the readers of the Jordan News Agencies muck must be. Oh well, we all know that al-Qur'an (syn: al-Qa'ida) encourages lies and liars. Moral of the story… Never, Never, Never trust a Muslim, or is it Moslem, or… oh I remember now… Nazi.

7/ Royal Committee of Jerusalem Affairs warns Israeli authorities of implementing new projects in the city

Amman, July 28 (Petra)—

The Royal Committee of Jerusalem Affairs has warned the Israeli authorities of implementing new projects in Jerusalem in the frame of its continued aggression against the city.

The committee stressed that these measures would not only hinder the peace process between the Palestinians and Israelis, but with the Arabs and all the Muslims. The Commission, in a press release published today by its Secretary General Abdullah Kan'an, called on the Israeli government to take immediate action to stop these projects if it wants peace.

It also called on the Quartet envoy Tony Blair to request from Israel to stop these projects that threaten the foundations of peace between Arabs and Israelis, urging him to declare that the continued occupation of Jerusalem and the open assault on the holy sites will not facilitate his mission which he seeks to achieve.

Some of Israeli newspapers revealed the determination of the municipality of occupied Jerusalem to implement new projects in a series of attacks on the holy city and to resume tunneling bottom of the Al-Aqsa Mosque in order to deliver these tunnels to each other and have access to the bottom of the Dome of the Rock mosque and of Al Aqsa Mosque. //Petra// Ashkar29/07/2007 01:40:01

COME INTO MY PARLOR, SAID THE SPIDER TO THE FLY

"COME INTO MY PARLOR, SAID THE SPIDER TO THE FLY"
as it applies to a PROPOSED INTERNATIONAL CONFERENCE

by Emanuel A. Winston, Mid East Analysis & Commentary

The following describes a re-run of then Prime Minister Ehud Barak’s offer to Yassir Arafat at the Camp David summit on July 11-24, 2000 to give up Judea and Samaria, the Jordan Valley, the Golan Heights and that part of Jerusalem occupied and desecrated by Jordan for 19 years from 1948 to 1967. Arafat rejected that too generous sacrifice offer and 3 months later started his second "Intifada" on Rosh HaShanah September 29, 2000.
The re-run I speak of is described in the following essay, wherein President George W. Bush and Secretary of State Condoleezza Rice are following the plan of James Baker III (Father Bush’s Secretary of State) to decide the fate of the Jewish nation.
The body copy will reiterate what Bush and Baker plan to extract from Israel. What Bush did NOT expect was another replay of the rejection by Arafat - only this time the rejectionists were the Saudi Arabians. On July 16th King Abdullah of Saudi Arabia told Bush he would NOT attend the proposed Bush International Conference. Not only did the Saudis decline but neither would President Hosni Mubarak of Egypt attend. (1)
In brief, they demonstrated that there was to be no effort made by either the Saudis or Egyptians to help establish another State of Palestine. Even if Israel’s Prime Minister Ehud Olmert, under U.S. and International pressure caves in to their demands to surrender Judea and Samaria, the Jordan Valley, the Golan Heights, and Jerusalem to Arafat’s old group called Fatah. Apparently, the Saudis believe Israel is a state in free-fall under the guidance of Olmert, new President Shimon Peres and new Defense Minister Ehud Barak and will collapse of her own weakness. They see this happening without the trickery of another International Conference assembled to force another State of Palestine into existence, which would be a great danger to Saudi Arabia, Jordan and, of course, Israel.
I suppose the next step for Bush, Baker and Rice is to now assemble a smaller Regional Conference, dominated by the State Department, the so-called "quartet" of the U.S., U.N., E.U. and Russia and Mahmoud Abbas with Olmert, Peres and Barak acting as the Quislings.
THE ORIGINAL PLAN
Bush, following Baker and Lee Hamilton’s Iraq Study Group Report has invited, or rather commanded that Israel attend another "International Conference" under the guise that it will (finally) settle the Arab/Israel conflict over what was the Palestinian Mandate and is now the Jewish State of Israel.
Perhaps, not so strangely, the last such Conference was held in Madrid on October 30,1981 under the command of James Baker, III and his notorious Jew Boys...Dennis Ross, Aaron Miller, and Dan Kurtzer. Then Prime Minister Yitzhak Shamir was warned again and again that it was a Spider’s Trap. But, like most Israelis, he was certain he could handle whatever they threw at him. (2) He couldn’t comprehend that he was a Jew going to the equivalent of the Wannsee Conference where the Nazis’ "Final Solution to their Jewish Problem" was decided. The coming Bush Conference will not have Eichmann, Heydrich or the other Wannsee participants because most of them were judged at the Nuremberg Tribunal and hanged. (Eichmann escaped to South America and was caught, tried and hanged in Israel May 31, 1962)
I would expect to have Bakers’ Jew-Boys or some like them working the crowd as they did in Madrid. During Madrid I opined that one of the State Department boys would encourage one of the Arab Muslim countries to call for Israel to stand down her nuclear deterrence. I was right because toward the end of the Madrid Conference a well-rehearsed Egyptian delegate popped up and demanded that the Mideast become a nuclear-free-zone. (2 ibid)
Take that to mean that Israel was to adopt the vulnerable position of disposing of her nuclear deterrence so that millions of Muslims and Arabs could invade the Jewish State and then only face conventional weapons. The pro-Arab State Department had been working on castrating Israel and her nuclear deterrence for decades.
This newly proposed International Conference will be somewhat different. This time the Arabs, Muslims and the Arabist U.S. State Department has inside recruits to insure that Israel will be blind-sided, sandbagged, sabotaged and otherwise also beaten to a pulp.
While Baker at Madrid had his Jew Boys subverting Israel, this upcoming planned Conference will have its own set of Jew Boys, namely, Ehud Olmert, Shimon Peres and Ehud Barak - everyone of them a proven traitor to Israel in that each has pledged and succeeded in giving away her G-d given Land under the repeatedly failed slogan of "Land-for-Peace". (Perhaps you have noticed that whenever and wherever Israel gave up "Land-for-Peace" they only received more war, increased terror and demands for more concessions. The only benefit "Land for Peace" established was a great graveyard for Israelis.
Remember some other "Fate-Of-The-Jews" Conferences: At Evian, France July 1938 convened by U.S. President Franklin D. Roosevelt where for 9 days delegates from 32 countries met at Évian-les-Bains, France where most of the western countries decided not to accept Jewish refugees and NOT to rescue the Jews from the Nazis overreaching grasp and certain death. This fact was widely used in Nazi propaganda. Lack of action further emboldened Hitler, proving to him that no country had the moral fortitude to oppose Nazism’s assault on European Jewry. (3)
Again, under Roosevelt’s guidance, they held the Bermuda Conference April 19-29, 1943 as a Public Relations ploy where the public would not be able to see or hear what was happening. No Jewish organizations were represented. The full extent of the Nazi extermination of the Jews was already known by the world’s leaders, but the Bermuda Conference was organized in a way that prevented it from producing results, restricting what the delegates could even talk about. After 12 days of secret deliberations. Their decision NOT to rescue, feed or house Jewish refugees until after the War was greeted with outrage. One Jewish organization took out a 3/4 page ad in the New York Times with the headline "To 5,000,000 Jews in the Nazi Death-Trap, Bermuda was a ‘Cruel Mockery.’ " There was no way of measuring how many Jews died as a result of the procrastination at Bermuda. (4)
But, there was an even more infamous Conference deciding the fate of the Jews.
The Wannsee Conference with senior officials of the Nazi German regime held in the Berlin suburb of Wannsee on January 20, 1942 led by Reinhard Heydrich, notes recorded Adolph Eichmann. The Nazis determined to eliminate all eleven million Jews in Europe and Russia - and to conquer the rest of the world for a 1000 Year Reich, World Domination by the Nazis. (5)
Henri-Philippe Pétain led the right wing government of Vichy France from July 1940 to September 1944 had their own small conferences where they decided to hand their Jews over to the Nazi SS, even before losing France to the Nazis. He was condemned as a traitor in 1945 and sentenced to death but this sentence was never implemented. He died in bed at age 84. (6)
The Vatican, heart of the Catholic Church and the supposedly neutral Swiss Red Cross, ran what was called a "rat-line" to help the Nazis escape, mostly to South America - especially the German high officers and scientists. (7)
The U.N. of today is a perpetual World Conference, mostly devoted to condemning Israel..
What does Bush, Baker, Rice hope to get out of this ganging up on Israel in a world kangaroo court. They aim to please Saudi Arabia just as Father Bush promised King Abdullah that his son, George W. - as the new President would take care of Saudi Arabia and so he has.
It’s no secret but Father Bush and his former Secretary of State James Baker hate Jews more than Leftist secular Jews hate observant Jews. Remember when Baker said to Father Bush: "F... the Jews. They didn’t vote for us anyway" ? But, outside of the personal gratification of sticking it to the Jews, what do they expect to gain out of crushing the world’s one Jewish nation? Perhaps they expect to get more oil leases and the right to explore as they did in Iraq before Saddam Hussein invaded Kuwait.
You do recall Father Bush giving his Cabinet a waiver from indictment and also a "pre-pardon" for any deals that they had made with Saddam. As with Iran-Contra, everybody escaped jail, all it took was a claim that it was "in the interests of National Security" and a waiver/pardon.
But, let’s get back to the Bush-Rice-Baker International Conference to decide the fate of the Jewish nation.
"INTERNATIONAL CONFERENCE": PART 2
Do you recall any demand for World Conferences when it became well known at the U.N. and in Washington that Saudi Arabia was a main source of funds to build Mosques and Madrassas (Muslim schools teaching strict Wahhabi and Sharia Islamic laws)? The Saudis are establishing centers of hate for all "infidels" (non-Muslims) all over the world, to teach hatred and killing of all non-Muslims - to subvert their host nations. No Conferences or condemnations here.
Hostile Muslims have been flooding all western, free nations. When they become a "critical mass", their sleeper cells trained in terror and the usually calm Muslim civilians rise up together against those nations into which they migrated. The Saudis funded terror globally, especially if the terrorist organizations followed Wahhabiism. Today’s Terror and slavery have rarely been raised to the level of a Global Conference at the U.N. But, they should be.
But, did you hear any protesting words from America, the U.N., or the E.U.? No. While Israel’s research universities were developing cures for mankind, the world’s nations gathered to condemn the Jewish nation while Islam and Islamic autocratic countries, kingdoms or dictatorships have always been treated deferentially.
When Yassir Arafat was butchering Christians and Muslims for 12 years in Lebanon from 1970 to 1982, the U.S. State Department was funding him and the PLO. No outrage was heard from the U.N. or the State Department when Arafat took the 16 year old daughter of a village chief (mukhtar) who refused to cooperate with Arafat’s terrorists, raped her in front of him, killed her, cut off her breasts and dumped her in a gunny sack on the mukhtar’s doorstep. (8)
How about the world’s silence about Arafat’s cruelty? Israeli soldiers entered Lebanese hospitals, to find corridors stacked with the bodies of dead Christians, drained of their blood to be used for transfusions for Arafat’s PLO Muslim terrorists - now called "Fatah" under Mahmoud Abbas (aka Abu Mazen) who was Arafat’s companion, aide, associate and financial organizer for Arafat’s 40 year reign of terror. He was the master creator of Terror, the godfather of Terror, etc.
Recall the silence of the world’s nations when Saddam Hussein used a combination of Sarin and Mustard nerve gas to kill 5000 of his own civilians in the Kurdish village of Halajba. Did you a hear one word from the President of America criticizing this atrocity? Not a word from Father Bush or James Baker, the U.N. or the E.U. Of course, the U.S. was pumping money and arms into Saddam’s killing regime so why should we expect one of Baker’s infamous International Conferences? While all this was going on, the State Department and the U.N. continually conducts permanent sessions excoriating Israel.
Now, as Bush is politically crushed by a badly run war or, rather, the peace after the war in Iraq and Afghanistan, Bush desperately needs the illusion of a Middle East victory as his heritage. Enter the secret half of the Baker-Hamilton Iraq Study Group Report. Repeat the trap of Madrid as conducted by Baker and blame Israel for Muslim/Islamic Terror in this regional kangaroo court proceedings called the "International Conference".
As Iran and Syria push effective Terror against the U.S., American soldiers, allies, construction crews and Iraqi civilians are being murdered and blown up by the hundreds daily. Bush, with Baker in the "Shadows" are orchestrating a hanging jury against Israel with the word "Peace" lavishly smeared all over the staged event.
Yes indeed, said the spider to the fly, "Come into My Parlor". "We’ll discuss what you will surrender to the Arab Muslim Palestinians to achieve peace." Giving up your life really isn’t too much to ask IF it benefits the Muslim Arabs, the U.S. State Department, the Bush legacy and, of course, the promised cessation of Global Terror so the oil magnates can post even higher profits.
One problem is that according to Koranic Law, Muslims can sign any such agreements with "infidels" but, such agreements become null and void on the day they are signed. Whenever the Muslims are stronger, they can (and must) attack their "peace" partners.
So, the Bush, Rice, Baker’s Regional Conference will produce all sorts of documents like the Oslo Accords, knowing that they will be discarded even before the photo-ops of the signing.
One is reminded of Dr. Mengele’s experiments on Jews in the Nazi death camps - only now the experimenters will be under the guidance of the Baker-Hamilton Iraq Study Group’s plans, spoken through the mouths of Bush and Rice.
Regrettably, pseudo-Jews like Olmert, Peres, Barak are the "agents provocateurs" to insure the plans of eviscerating Israel will be consummated. Olmert, before being made Prime Minister, (and often since) pledged to divest Israel of Judea, Samaria, the Jordan Valley, the Golan Heights and those parts of Jerusalem formerly occupied and desecrated by Jordan. That’s what Olmert’s "Divestment" policy means. But, each abandonment of the Jews’ G-d given Land, will bring the Katyusha Missiles closer to Israel’s main population centers and Ben Gurion International airport.
Barak is already known for his cowardly retreat from Lebanon while he was Prime Minister and is very well known for his offer to donate to Arafat 97% of everything which Olmert later pledged to abandon.
Finally, just prior to Shimon Peres being sworn in as Israel’s new President, Peres made the statement: "We must rid ourselves of the territories". This makes him and the others the perfect conspirators with Bush, Rice, Baker, the U.S. State Department, the Arab League, the so-called quartet in the coming International or Regional "Peace" Conference to once again settle "The Final Solution to the world’s Jewish Question".
The Jewish nation and her people are at the cliff’s edge. If they remain silent then they will be hurled into the abyss as a sacrifice to the nations and the Ishmaelites. Let us see if the Israeli and World Jews awaken in time or if G-d will step in with sun-baked earth, huge floods, earthquakes, volcanoes erupting, tsunamis, forest fires which all prevent life-sustaining crops from growing, etc.
Let us see if sacrificing G-d’s people will keep the Muslim Jihadists (holy warriors for Islam) from blowing up more cities in America and Europe with "dirty bombs" causing radio-active debris to make them uninhabitable. Will this then be the reward that Bush, Baker and the gathering nations expect from sacrificing Israel at the coming hanging in their International Conference to decide the fate of the Jewish Nation?

The "Executive Force" planned the military coup in Gaza

Azzam Al-Ahmad: the founders of the Executive Force planned the military coup in Gaza
Date: 25 / 06 / 2007 Time: 13:42
www.maannews.net/en/index.php?opr=ShowDetails&ID=23307

Bethlehem - Ma'an - Speaker of Fatah bloc in the Palestinian Legislative
Council (PLC), Azzam Al-Ahmad, said on Monday that notions of "elimination
and replacement" dominated Hamas' understanding of the nature of elections.

Al-Ahmad held a press conference in Ramallah, in the central West Bank, in
order to comment on the public address of deposed Prime Minister, Ismail
Haniyeh, on Sunday. Al-Ahmad said that Hamas devastated all Palestinian
institutions.

Al-Ahmad accused Hamas of disabling the PLC by being antagonistic towards
the political partnership. "Hamas wants to establish a state which they do
not deserve and they must talk reasonably about the law."

Al-Ahmad alleged that those who committed the military coup in Gaza are the
same people that established the Hamas-affiliated Executive Force and
refused to assimilate it into the Palestinian security forces.

"The mutiny trend within Hamas, comprises those who rejected the Mecca
agreement and dubbed it 'Al-Hudaybiya Reconciliation' [a treaty between the
prophet Mohammad and his rival clan of Quraysh, who opposed Islam]," says
Al-Ahmad.

Al-Ahmad added, "We established a joint operation room, something which we
had agreed in a meeting in the presence of President Abbas, Haniyeh, myself
and [Abbas aide] Tayeb Abdel Rahim, yet Hamas insisted on knowing the
personal details of the security services' members, in order to prepare for
their coup."

Al-Ahmad also claimed that "Israel has destroyed the security services in
order to pave the way for Hamas to finish and subdue them.

"We will provide documents to prove that countries, parties and Palestinian
factions intended to distort the image of the Palestinian people and show
that they can not govern themselves," Azzam Al-Ahmad says.
