Rice`s Criticism Ruffels Few Feathers

US Secretary of State Condoleezza Rice`s harsh criticism of Israel`s plan to continue building in east Jerusalem met with little panic and no formal response on Sunday, a sign - one government source said - that with less than five months to the US elections, "it is not that important what she says anymore."

Rice: West Bank building may harm talks "Comments that in the past would have set everybody abuzz, are not making much waves today," the source said. He attributed this both to the waning days of George W. Bush`s administration, and a growing realization that the chances of finalizing any "shelf agreement" with the Palestinians by the end of 2008 are slim, largely because of the political instability in Israel.

The source said that if the government could not make a decision on the cease-fire agreement in the Gaza Strip because of political considerations, as Defense Minister Ehud Barak has charged, then even less so would it be able to make the even more complicated decision about signing a final-status agreement with the Palestinians.

The source said that Rice`s particularly stern comments about the construction in the settlements and east Jerusalem were an indication of frustration that after 21 visits to the region as secretary of state, she was facing the prospect of leaving office in January without an agreement here. Rice, during each of her public appearances on Sunday, criticized Israeli construction activity. In comments made before meeting with Foreign Minister Tzipi Livni in the morning, Rice said, "I`ve told the foreign minister that I will also raise the issue of settlements, because I`m very concerned that at a time when we need to build confidence between the parties, the continued building and the settlement activity has the potential to harm the negotiations going forward." And then, after meeting with Palestinian Authority President Mahmoud Abbas in Ramallah, she said that while the US remained committed to the target date of completing a shelf agreement by the end of 2008, Israeli construction plans were hurting the negotiations. "It`s important to have an atmosphere of trust and confidence," Rice said. "Unfortunately I do believe, and the United States believes, that the... announcements taking place are having a negative effect" on talks.

The Interior Ministry announced plans on Friday to build 1,300 homes in the Jerusalem neighborhood of Ramat Shlomo, which is just beyond Jerusalem`s 1967 lines. And on Sunday, the Jerusalem Municipality announced that a city plan to build tens of thousands of new apartments over the next 12 years, including a couple of thousand in Jewish neighborhoods in east Jerusalem, had received final approval. That included the 1,300 announced on Friday.

Rice, in a briefing to her traveling press later in the day, said she did not anticipate any "blinding breakthroughs" on the construction.

Prime Minister Ehud Olmert`s spokesman Mark Regev said Israel drew a clear distinction between building in Jerusalem, and building in the West Bank.

"It is clear that the Jewish neighborhoods of Jerusalem will remain part of Israel," he said. "It is not realistic that we freeze the lives of people in Jerusalem.

" In her comments after meeting with Abbas, Rice voiced frustration over the slow pace of negotiations.

"This is not easy; it has not been easy at any time," she said. "If it had been easy, I think we would have probably ended this conflict by now and had an agreement."

She noted only minor improvements in the quality of life for Palestinians in the West Bank, where travel and commerce are hindered by a network of IDF roadblocks set up for security reasons, as well as Israel`s failure to remove unauthorized settlement outposts.

"I recognize that we haven`t made the progress that we would like to in terms of movement and access and removal of barriers," she said. "Particularly, I am concerned about the outposts, which are illegal, even under Israeli law, and so I would hope to see more movement." Rice held a dinner meeting Sunday evening with Olmert, and earlier in the day, in addition to meeting with Livni, also met with Barak and held a trilateral meeting with Livni and the head of the Palestinian negotiating team, former PA prime minister Ahmed Qurei.

She is scheduled to hold another trilateral meeting with Barak and PA Prime Minister Salaam Fayad on mutual road map obligations, and the settlement construction issue is expected to be a major focus. She is scheduled to return to Washington later on Monday. Dani Dayan, who heads the Council of Jewish Communities of Judea, Samaria and the Gaza Strip, attacked Rice`s comments.

It was "impertinent and insolent" on her part to scold Israel for providing housing for its citizens in the heart of the capital, Dayan said.

"But most of the blame lies with the government of Olmert and Tzipi Livni, who have treated the way that Israel has been spat at in the face as if it were rain drops.

"When the Olmert-Livni government began, it prided itself on an understanding with the US president over the future of the settlement blocs in Judea and Samaria. It`s a sign of this government`s failure that within two years it has managed to lose international support even over [Jerusalem neighborhoods such as] Gilo, Ramot and Pisgat Ze`ev," Dayan said. It should have been clear to Olmert and to Livni that a construction freeze in Judea and Samaria would only move the diplomatic struggle into Jerusalem, he said.

Now the construction of a porch in the Jerusalem neighborhood of Ramat Eshkol has become a matter of urgent debate in the United Nations, Dayan said.

Holocaust Analogies and Anti-Semitism

Blogmaster's remarks: If someone were to publish cartoons in Israel about Arabs as degrading and inflammatory as those published about Jews by newspapers across the Arab world, the publisher in Israel would be jailed for incitement. This is yet another graphic example of the fundamental differences between the psyche of Jews vs. our Arab neighbors. They preach "hate", we preach "peace"; they revere "death" while we love "life". We give them electricity while they fire rockets at the power plant. What is there not to be understood by the rest of the world about the right and wrong of the conflict between Israel and our neighbors? Our desire for a peaceful solution to this conflict cannot be doubted... we have agreed to give away sizable portions of our land to appease this band of hooligans who only demand more. Now I suggest that it is time that the pendulum swings the other way for a change. We are tired of concessions, we are tired of bombings, and rocket attacks; we are fed up with our citizens being murdered and maimed and quite simply, we are sick and tired of our soldiers dying to keep out terrorists and we are fed up with the terrorists amongst us! It is time we screamed to the tops of our lungs ENOUGH! It is time that we stopped bowing to CondiSleeza Rice, and kissing the collective toucheses of the EU and the UN. It is long overdue that we begin to respond to terrorism and aggression the way any other free and democratic nation would respond. And how is that you ask? I can answer you this way... how do you think any other country would respond if her neighboring country were rocketing their citizens daily? Pretty simple, isn't it?

Holocaust Analogies and Anti-Semitism

The barrage of rocket fire from Gaza and Israel’s military action to stem the attacks on its cities have prompted an outpouring of offensive and bigoted commentary in the Arab press, whose response came in the form of a series of rapid-fire editorial cartoons using swastikas, classical anti-Semitic images and other hateful references to the Holocaust to vilify Israel and portray the Jewish state as an aggressor with genocidal ambitions.

Many of the cartoons are rife with Holocaust imagery and blatant analogies between Israel’s defensive military action and the killing of European Jews during the Holocaust in World War II.

The cartoons feature swastikas and describe the defensive measures Israel has taken as a “Holocaust” in Gaza. Holocaust imagery and direct comparisons to the Holocaust are a common feature of the anti-Semitic cartoons that regularly appear in Arab newspapers across the Middle East and throughout the Muslim world.

Take a close look at Tzipi's face and tell me if she doesn’t look like her pet dog just bit her in the touches. Look at CondiSleeza...did you ever see such a phony smile? When will Livini learn (for that matter, when will the broken Government of Israel learn) that the U.S. State Department has no lost love for the Jewish State?













Last week, Rice ordered Olmert to get our troops out of Gaza because the IDF's incursion into Rocket Land was making the U.S. look bad to their "friends" in the EU. Never mind about the victims killed or maimed by the palestinian rocketeers.
What did Israel do, what else?... we capitulated and withdrew our forces to allow Hamas to regroup and resupply.

Hamas welcomed the CondiSleeza brokered cease fire as a Victory. They also needed the time to assemble more missiles with larger warheads...to kill more Israeli children.

"Never mind" says CondiSleeza, "Uncle Sam will send you more dwindling dollars. You can buy more ambulances."

Okay, so the gruesome threesome (Olmert, Barak and Livini) smiled like naive children, and thought that Rice had somehow bribed the terrorists in Gaza... there would be a respite from the rocket attacks. Guess what? There was a respite while the Hamas leadership in consort with Hezbollah made ready for the coming Yeshiva Massacre in Jerusalem.

Almost immediately after the arab murderer had slaughtered our Sons in Jerusalem, CondiSleeza was on the phone to Olmert screaming "Restraint - Restraint - Do Not Retaliate!!!... I'll tell Tzipi how to respond...after all, she's coming to Washington, the Capital of Israel. As long as we have Washington, you don't need all of Jerusalem anyway!"

"Well, well, well Tzipi" said CondiSleeza about the massacre; "you know that this was just a "loan wolf" that did this because of the occupation, just an unfortunate isolated incident...no need for further bloodshed - you understand don't you?" "Of course" said Tzipi grimacing as ConciSleesza twisted and tightened the grip on her wrist.

"Now lets talk about Ehud's mistaken authorization to build more apartments for the growing Jewish population in the Jerusalem suburbs... don't you know that we don't want more Jews in Jerusalem? Can't you see that restarting construction at Givat Zeev could derail the peace process again and ruin George and my chance for the Nobel Peace Prize?

Here is what you will do as a result of the unfortunate attack on the boys school... you need to focus! It's not helpful to the process unless you keep focused on moving the political process forward and you Will speed up the implementation of the Roadmap now won't you? Once that is in place, all of your problems will be over ("Yes thought Rice as she twisted Livini's wrist, there won't be an Israel to worry about.") Now smile nicely for the cameras (photo above).

If that wasn’t the factual conversation, it was nevertheless, obviously on target. Rice, George Bush and Olmert are so narcissistic that they will do anything to go down in history as the great peacemakers of the twenty-first century. First the "Roadmap" and then the debacle at Annapolis will seal the fate of Israel and reserve their immortal places in the history books (or so they think... they obviously don't know Israelis very well, or do they Tzipi?).

Isn't it time that someone in Israel stood up for Israel, our land and our heritage? "If not now, when?"

The Annapolis conference, if successful in terms of finalizing plans for a two-state solution to the Israeli - Palestinian conflict, will jeopardize Israel’s prospects for survival and pave the way for the emergence of another deadly terrorist state. Perhaps, the myopic architects of this ill-conceived initiative simply failed to comprehend the long-term consequences of their plans. Perhaps, their intentions and motivations were such that they didn’t. In any case, not only Israel but America has much to lose if agreements forge ahead as planned.

The State of Israel, from its very founding, was known for its rigid stance of refusing to negotiate with terrorists, period. Israeli Prime Minister Olmert’s “peace at any cost” initiative not only undermines this basic premise but is Chamberlainesque at best, devoid of logic, and ignores the bloody lessons of history. According to the plan, it is Israel that makes all the concessions by relinquishing its rights to Eastern Jerusalem and the West Bank - meaning the biblical territories of Judea and Samaria. As a pre-summit good-will gesture, Olmert consented to freeing over 400 Palestinian terrorists with no discussion regarding the fate and /or release of Israeli soldiers being held captive.

To top it off, Olmert approved the transfer of armored vehicles, rifles and ammunition to the Palestinian authority – a decision that was condemned by both Shin Bet Security Forces and the IDF. The entire package is being offered, by Israel, in exchange for nothing more than a promise of peace! As drafted, this skewed agreement certainly begs the question as to how Israel’s purported peace partner, Mahmoud Abbas, is expected to hold up his end of the bargain in light of the threat posed, to his governance, by Hamas.
According to Hamas spokesmen, it will only be a matter of time before they seize control of the West Bank, as they did Gaza, and secure those weapons slated for transfer to the Palestinian Authority. The realization of Hamas’ ambitions would place key Israeli cities in harm’s way. As if the Iranian nuclear threat and Hezbollah’s entrenchment to the north weren’t enough for Israel to contend with, Tel Aviv and Jerusalem would now fall within rocket range of Hamas-controlled territories.

The Israeli-Palestinian conflict has far less to do with territorial disputes than it does with bringing about the destruction of Israel and genocide against the Jewish people. Arguably, it is only Israel that craves a long-standing peace with its neighbors. The Palestinian leadership’s primary objective is to satisfy their Islamist brethren by annihilating the Jewish state.

Regardless of Condi Rice’s recent statements, Hamas is not a resistance movement but a ruthless terrorist organization that’s responsible for leaving hundreds of maimed and dead innocents in its wake. As evidenced by its very Charter, Hamas will never recognize Israel’s legitimacy, calls for the murder of innocent Jews, and poses a significant threat to the West. Few Americans are aware of the threat that Hamas poses to our way of life. Even fewer know that charitable American organizations such as the Lions Club, Rotary Club and Free Masons have been targeted for destruction by Hamas.

Hamas, aka the Islamic Resistance Movement, was initially established as a wing of the Muslim Brotherhood or Ikhwan – a secretive, sinister society with far reaching tentacles. In fact, most Islamic terrorist groups including al Qaeda were seeded by the Muslim Brotherhood. The Ikhwan, with an established presence in over 70 countries, has targeted the world, including Israel, Europe and the United States, for Islamic conquest and domination. Their mission is to establish a Muslim Caliphate in servitude to their moon god. A partial list of known degenerates radicalized by the Ikhwan would include Osama bin Laden’s deputy, Ayman Zawahiri: the blind Sheik who was convicted for his role in the 1993 WTC bombing, Omar Abdel Rahman; and the architect of the 9/11 attacks, Khalid Sheik Mohammed.

The Brotherhood’s stated approach to conquering the United States is through dawah – Islamic renewal and outreach. Their program titled, ‘Ikhwan in America’ details a 20-point plan though which they intend to replace our Republic with an Islamist state ruled by Sharia law. A key excerpt of the plan reads: The process of settlement is a ‘Civilization-Jihadist process’. The Ikhwan must understand that their work in America is a kind of grand Jihad in eliminating and destroying the Western Civilization from within and ‘sabotaging’ its miserable house by their hands and the hands of the believers so that it is eliminated and God’s religion is made victorious over all other religions.
Covertly, through its network of affiliated organizations, the Brotherhood sponsors camps that promote paramilitary training – that’s right, they provide survival classes and weapons training to their loyal followers on own soil - thereby, honing the destructive skills of those intending to do us grievous harm through violent Jihad. As a case in point, another radical wing of the Brotherhood, the Muslim Students Association or MSA has established branches on hundreds of college campuses across America. Thousands of Saudi funded, hate-infused mosques across North America were constructed due to their efforts. The National MSA’s online journal (publication #17) instructs its student members to learn survival skills and secure firearms training. The directive goes on to state that if such training is unavailable, in their particular location, or cost prohibitive, Muslim students should take up paintball which it advocates as an excellent way to learn about combat. It’s far from coincidence that the Virginia Jihad Network, the 7/7 London bombers and many other terrorist cells have conducted paramilitary training with paintball.

Due to blackouts and the deliberate manipulation of the facts by mainstream media outlets, the majority of Americans have been kept in the dark with respect to the Islamist threat. Additionally, our citizenry has been deceived by Washington’s embrace of Islam as being a religion of peace. Characterizing Islam as the religion of rest in peace would be far more fitting. Federal Law enforcement agencies have also contributed greatly to widespread ignorance, of the subject matter, by reclassifying numerous terrorist attacks that we’ve suffered as being something other than jihadi-inspired. In the long run, our politically-correct posturing coupled with widespread apathy will cost us dearly for our societal infrastructure has already been infiltrated, by our enemies, to a degree far beyond Joseph Goebbels’s wildest expectations.

It’s time for our government set the record straight. Classifying the current war as one against terrorism is a misnomer at best. We are actually engaged in a struggle against a religious ideology with political aspirations. Terrorism is nothing more than an effective tool employed to undermine the resolve of civilized nations. Our deadly enemy might be fixated with a 7th century mentality but it is armed with the latest technology and most sophisticated implements of warfare.

Since 9/11, over 10,060 terrorist attacks against innocents have been reported. All of which have involved Islam. Islamic-inspired violence transcends all international borders. From Kashmir to the Sudan, from Indonesia to Argentina, from Chechnya to France and from the Balkans to Australia; one would be hard pressed to find a major conflict, war, or act of aggression that doesn’t involve Islam. This, in itself, serves as undeniable proof that the abhorrent behavior is not linked to an underlying hatred of the West, the United States or Israel.

The realization that a major world religion would support the long-term geo-political objectives of ruthless terrorist organizations – in particular, by advocating world domination through violent conquest and / or genocide against those of other faiths, is troubling at best.

For decades, the State of Israel has served us well – both as testing ground for high-tech weaponry and as the proverbial canary in our coal mine. The two-state solution being proposed at today’s summit will render Israel defenseless in the face of our common enemies – something that we’d certainly live to regret.

To quote the “Presidential Medal of Freedom” award winning author Eric Hoffer:
“We can rely more on Israel than Israel can rely on us… I have the premonition that will not leave me: as it goes for Israel so will it go with all of us. Should Israel Perish, the holocaust will be upon us.”

Knesset member Benny Elon recently introduced a far more viable plan for bringing long-term peace to the region. His “Israeli Initiative” calls for dissolving the Palestinian Authority, dismantling the refuge camps and having Jordan grant citizenship status to Arabs remaining in the West Bank. Israel would extend its sovereignty over Judea and Samaria. Those Palestinians currently living in the refuge camps would be provided with rehabilitation packages and an opportunity to move to outside countries. Agency relief would be available to assist the emigrants with resettlement and employment.

A Performance-Based Roadmap to a Permanent Two-State Solution to the Israeli-Palestinian Conflict
The following is a performance-based and goal-driven roadmap, with clear phases, timelines, target dates, and benchmarks aiming at progress through reciprocal steps by the two parties in the political, security, economic, humanitarian, and institution-building fields, under the auspices of the Quartet [the United States, European Union, United Nations, and Russia]. The destination is a final and comprehensive settlement of the Israel-Palestinian conflict by 2005, as presented in President Bush’s speech of 24 June, and welcomed by the EU, Russia and the UN in the 16 July and 17 September Quartet Ministerial statements.
A two-state solution to the Israeli-Palestinian conflict will only be achieved through an end to violence and terrorism, when the Palestinian people have a leadership acting decisively against terror and willing and able to build a practicing democracy based on tolerance and liberty, and through Israel’s readiness to do what is necessary for a democratic Palestinian state to be established, and a clear, unambiguous acceptance by both parties of the goal of a negotiated settlement as described below. The Quartet will assist and facilitate implementation of the plan, starting in Phase I, including direct discussions between the parties as required. The plan establishes a realistic timeline for implementation. However, as a performance-based plan, progress will require and depend upon the good faith efforts of the parties, and their compliance with each of the obligations outlined below. Should the parties perform their obligations rapidly, progress within and through the phases may come sooner than indicated in the plan. Non-compliance with obligations will impede progress.
A settlement, negotiated between the parties, will result in the emergence of an independent, democratic, and viable Palestinian state living side by side in peace and security with Israel and its other neighbors. The settlement will resolve the Israel-Palestinian conflict, and end the occupation that began in 1967, based on the foundations of the Madrid Conference, the principle of land for peace, UNSCRs 242, 338 and 1397, agreements previously reached by the parties, and the initiative of Saudi Crown Prince Abdullah – endorsed by the Beirut Arab League Summit – calling for acceptance of Israel as a neighbor living in peace and security, in the context of a comprehensive settlement. This initiative is a vital element of international efforts to promote a comprehensive peace on all tracks, including the Syrian-Israeli and Lebanese-Israeli tracks.
The Quartet will meet regularly at senior levels to evaluate the parties' performance on implementation of the plan. In each phase, the parties are expected to perform their obligations in parallel, unless otherwise indicated.
Phase I: Ending Terror And Violence, Normalizing Palestinian Life, and Building Palestinian Institutions -- Present to May 2003
In Phase I, the Palestinians immediately undertake an unconditional cessation of violence according to the steps outlined below; such action should be accompanied by supportive measures undertaken by Israel. Palestinians and Israelis resume security cooperation based on the Tenet work plan to end violence, terrorism, and incitement through restructured and effective Palestinian security services. Palestinians undertake comprehensive political reform in preparation for statehood, including drafting a Palestinian constitution, and free, fair and open elections upon the basis of those measures. Israel takes all necessary steps to help normalize Palestinian life. Israel withdraws from Palestinian areas occupied from September 28, 2000 and the two sides restore the status quo that existed at that time, as security performance and cooperation progress. Israel also freezes all settlement activity, consistent with the Mitchell report.

At the outset of Phase I:
• Palestinian leadership issues unequivocal statement reiterating Israel’s right to exist in peace and security and calling for an immediate and unconditional ceasefire to end armed activity and all acts of violence against Israelis anywhere. All official Palestinian institutions end incitement against Israel.
• Israeli leadership issues unequivocal statement affirming its commitment to the two-state vision of an independent, viable, sovereign Palestinian state living in peace and security alongside Israel, as expressed by President Bush, and calling for an immediate end to violence against Palestinians everywhere. All official Israeli institutions end incitement against Palestinians.

• Palestinians declare an unequivocal end to violence and terrorism and undertake visible efforts on the ground to arrest, disrupt, and restrain individuals and groups conducting and planning violent attacks on Israelis anywhere.
• Rebuilt and refocused Palestinian Authority security apparatus begins sustained, targeted, and effective operations aimed at confronting all those engaged in terror and dismantlement of terrorist capabilities and infrastructure. This includes commencing confiscation of illegal weapons and consolidation of security authority, free of association with terror and corruption.
• GOI takes no actions undermining trust, including deportations, attacks on civilians; confiscation and/or demolition of Palestinian homes and property, as a punitive measure or to facilitate Israeli construction; destruction of Palestinian institutions and infrastructure; and other measures specified in the Tenet work plan.
• Relying on existing mechanisms and on-the-ground resources, Quartet representatives begin informal monitoring and consult with the parties on establishment of a formal monitoring mechanism and its implementation.
• Implementation, as previously agreed, of U.S. rebuilding, training and resumed security cooperation plan in collaboration with outside oversight board (U.S.–Egypt–Jordan). Quartet support for efforts to achieve a lasting, comprehensive cease-fire.
o All Palestinian security organizations are consolidated into three services reporting to an empowered Interior Minister.
o Restructured/retrained Palestinian security forces and IDF counterparts progressively resume security cooperation and other undertakings in implementation of the Tenet work plan, including regular senior-level meetings, with the participation of U.S. security officials.
• Arab states cut off public and private funding and all other forms of support for groups supporting and engaging in violence and terror.
• All donors providing budgetary support for the Palestinians channel these funds through the Palestinian Ministry of Finance's Single Treasury Account.
• As comprehensive security performance moves forward, IDF withdraws progressively from areas occupied since September 28, 2000 and the two sides restore the status quo that existed prior to September 28, 2000. Palestinian security forces redeploy to areas vacated by IDF.
Palestinian Institution-Building
• Immediate action on credible process to produce draft constitution for Palestinian statehood. As rapidly as possible, constitutional committee circulates draft Palestinian constitution, based on strong parliamentary democracy and cabinet with empowered prime minister, for public comment/debate. Constitutional committee proposes draft document for submission after elections for approval by appropriate Palestinian institutions.
• Appointment of interim prime minister or cabinet with empowered executive authority/decision-making body.
• GOI fully facilitates travel of Palestinian officials for PLC and Cabinet sessions, internationally supervised security retraining, electoral and other reform activity, and other supportive measures related to the reform efforts.
• Continued appointment of Palestinian ministers empowered to undertake fundamental reform. Completion of further steps to achieve genuine separation of powers, including any necessary Palestinian legal reforms for this purpose.
• Establishment of independent Palestinian election commission. PLC reviews and revises election law.
• Palestinian performance on judicial, administrative, and economic benchmarks, as established by the International Task Force on Palestinian Reform.
• As early as possible, and based upon the above measures and in the context of open debate and transparent candidate selection/electoral campaign based on a free, multi-party process, Palestinians hold free, open, and fair elections.
• GOI facilitates Task Force election assistance, registration of voters, movement of candidates and voting officials. Support for NGOs involved in the election process.
• GOI reopens Palestinian Chamber of Commerce and other closed Palestinian institutions in East Jerusalem based on a commitment that these institutions operate strictly in accordance with prior agreements between the parties.
Humanitarian Response
• Israel takes measures to improve the humanitarian situation. Israel and Palestinians implement in full all recommendations of the Bertini report to improve humanitarian conditions, lifting curfews and easing restrictions on movement of persons and goods, and allowing full, safe, and unfettered access of international and humanitarian personnel.
• AHLC reviews the humanitarian situation and prospects for economic development in the West Bank and Gaza and launches a major donor assistance effort, including to the reform effort.
• GOI and PA continue revenue clearance process and transfer of funds, including arrears, in accordance with agreed, transparent monitoring mechanism.
Civil Society
• Continued donor support, including increased funding through PVOs/NGOs, for people to people programs, private sector development and civil society initiatives.
Settlements
• GOI immediately dismantles settlement outposts erected since March 2001.
• Consistent with the Mitchell Report, GOI freezes all settlement activity (including natural growth of settlements).
Phase II: Transition -- June 2003-December 2003
In the second phase, efforts are focused on the option of creating an independent Palestinian state with provisional borders and attributes of sovereignty, based on the new constitution, as a way station to a permanent status settlement. As has been noted, this goal can be achieved when the Palestinian people have a leadership acting decisively against terror, willing and able to build a practicing democracy based on tolerance and liberty. With such a leadership, reformed civil institutions and security structures, the Palestinians will have the active support of the Quartet and the broader international community in establishing an independent, viable, state.
Progress into Phase II will be based upon the consensus judgment of the Quartet of whether conditions are appropriate to proceed, taking into account performance of both parties. Furthering and sustaining efforts to normalize Palestinian lives and build Palestinian institutions, Phase II starts after Palestinian elections and ends with possible creation of an independent Palestinian state with provisional borders in 2003. Its primary goals are continued comprehensive security performance and effective security cooperation, continued normalization of Palestinian life and institution-building, further building on and sustaining of the goals outlined in Phase I, ratification of a democratic Palestinian constitution, formal establishment of office of prime minister, consolidation of political reform, and the creation of a Palestinian state with provisional borders.
• International Conference: Convened by the Quartet, in consultation with the parties, immediately after the successful conclusion of Palestinian elections, to support Palestinian economic recovery and launch a process, leading to establishment of an independent Palestinian state with provisional borders.
o Such a meeting would be inclusive, based on the goal of a comprehensive Middle East peace (including between Israel and Syria, and Israel and Lebanon), and based on the principles described in the preamble to this document.
o Arab states restore pre-intifada links to Israel (trade offices, etc.).
o Revival of multilateral engagement on issues including regional water resources, environment, economic development, refugees, and arms control issues.
• New constitution for democratic, independent Palestinian state is finalized and approved by appropriate Palestinian institutions. Further elections, if required, should follow approval of the new constitution.
• Empowered reform cabinet with office of prime minister formally established, consistent with draft constitution.
• Continued comprehensive security performance, including effective security cooperation on the bases laid out in Phase I.
• Creation of an independent Palestinian state with provisional borders through a process of Israeli-Palestinian engagement, launched by the international conference. As part of this process, implementation of prior agreements, to enhance maximum territorial contiguity, including further action on settlements in conjunction with establishment of a Palestinian state with provisional borders.
• Enhanced international role in monitoring transition, with the active, sustained, and operational support of the Quartet.
• Quartet members promote international recognition of Palestinian state, including possible UN membership.
Phase III: Permanent Status Agreement and End of the Israeli-Palestinian Conflict -- 2004 – 2005
Progress into Phase III, based on consensus judgment of Quartet, and taking into account actions of both parties and Quartet monitoring. Phase III objectives are consolidation of reform and stabilization of Palestinian institutions, sustained, effective Palestinian security performance, and Israeli-Palestinian negotiations aimed at a permanent status agreement in 2005.
• Second International Conference: Convened by Quartet, in consultation with the parties, at beginning of 2004 to endorse agreement reached on an independent Palestinian state with provisional borders and formally to launch a process with the active, sustained, and operational support of the Quartet, leading to a final, permanent status resolution in 2005, including on borders, Jerusalem, refugees, settlements; and, to support progress toward a comprehensive Middle East settlement between Israel and Lebanon and Israel and Syria, to be achieved as soon as possible.
• Continued comprehensive, effective progress on the reform agenda laid out by the Task Force in preparation for final status agreement.
• Continued sustained and effective security performance, and sustained, effective security cooperation on the bases laid out in Phase I.
• International efforts to facilitate reform and stabilize Palestinian institutions and the Palestinian economy, in preparation for final status agreement.
• Parties reach final and comprehensive permanent status agreement that ends the Israel-Palestinian conflict in 2005, through a settlement negotiated between the parties based on UNSCR 242, 338, and 1397, that ends the occupation that began in 1967, and includes an agreed, just, fair, and realistic solution to the refugee issue, and a negotiated resolution on the status of Jerusalem that takes into account the political and religious concerns of both sides, and protects the religious interests of Jews, Christians, and Muslims worldwide, and fulfills the vision of two states, Israel and sovereign, independent, democratic and viable Palestine, living side-by-side in peace and security.
• Arab state acceptance of full normal relations with Israel and security for all the states of the region in the context of a comprehensive Arab-Israeli peace.

Dear Secretary Rice,

We notice that recently you have been pledging much effort and time to the Middle East. We are sure that you are doing this on behalf of those who live in this region and that your efforts are meant to ordain a better future for the region and its inhabitants. We might appreciate these intentions if we did not know clearly that all your efforts and actions will cause the region and its residents much more suffering and bloodshed. Moreover, the goals that you have established are totally contrary to justice, the Bible, and the rights of the Jews in this country.

We wish to remind you, Dr. Rice, that in the Bible this land was promised to the Jewish people some 4,000 years ago. Abraham, the Jewish patriarch, purchased Hebron more than 3,800 years ago. The Jews left Egypt in order to go to their country, the Holy Land, the Land of Israel, 3,500 years ago. There they established a state 3,300 years ago. This state became the kingdom of the Jewish King David, 3,000 years ago. The Temple stood in the center of the country, Jerusalem, and after being destroyed by the Babylonians it was rebuilt some 2,000 years ago. In all of those generations, this land was the sole homeland of the Jewish people. Only the Jewish people gave it independence. Only they lent it a distinct identity.

Please bear in mind that by the time Arabs reached this country, it had belonged to the Jews for thousands of years. The Arabs destroyed the country and caused its inhabitants much suffering. They never established an independent state in this country and never contributed a thing to its development. Under Arab rule, most of the country was unpopulated and desolate, covered with marshes and deserts – as your countryman, the renowned Mark Twain, described in his unforgettable book The Innocents Abroad. The Holy Land remained abandoned, as if loyally waiting for its offspring to return. The Jewish people, too, remained true to its land for millennia and aspired to return to it. Jews began to return to the Land of Israel about 140 years ago and started to make it blossom, cultivate its soil, and build it. Then the Arabs woke up and embarked on acts of terror and murderous attacks. In 1929, lethal Arab terror brought on the destruction of the world’s most ancient Jewish community, that of Hebron. Arabs butchered seventy Jews, brutalized and raped dozens of women, and banished the survivors. The mastermind of pogroms against the Jews of the Land of Israel in the 1920s, the Arab leader Amin al-Husayni, the founder of Palestinian nationalism, went so far as to meet with Hitler during the Holocaust and to plan, in common cause, the annihilation of all Jews in the Land of Israel. He even established Muslim units in the Nazi army. These aspirations have been typical of the Palestinian leadership ever since.

Even if Arabs have personal human rights, they have never had any collective national rights in this country. This is clear to anyone who has average schooling. However, to secure national rights that they never had, the Arabs established terror organizations of which the PLO was the first. These organizations specialize in the murder of civilians – men, women, and children, mainly Jews and Israelis but also many others, including no few American citizens. From the moment Israel recognized the PLO and gave it land in certain parts of the country, these areas have become incubators of terrorism, suffering, and corruption. Not long ago it transpired that the PLO had become so corrupt and reviled an entity that the Arabs themselves gave rise to a much more murderous enemy, Hamas, which very easily seized power in the Gaza Strip by means of gruesome acts of terror. Your persistence in trying to hand further areas to the PLO will certainly inflict more terrorism, more suffering, and more bloodshed on the entire region and its inhabitants.

Moreover, you constantly ignore the rights of the Jews in this territory, their historical and sole country and homeland. The Jewish community has returned to Hebron and is revitalizing the Jewish quarter and the synagogues that the Arabs destroyed. We have full rights to these properties and buildings. Your policies are definitely leading to further destruction and killing. Is this how your country treats the property of Jewish communities on American soil?

You must be aware that Jews who remain in any territory that is handed over to the PLO will be easy prey for brutal murder – and a fortiori if the territory falls into the hands of Hamas, as is likely. How can you promote a policy that will deal the Jews so grievous a blow – in their homeland of all places, the historical Holy Land?

Your schemes plainly include the deportation of tens of thousands of Jews from their localities and homes. Therefore, we wish to inform you that we do not intend to leave our homes on any terms. You will have to use force against us in order to transfer the territory, free of Jews, to the murderers’ organizations – the PLO and Hamas. This is the direction in which you are leading the Middle East. Is this how the United States fights for justice and against Islamic terror?

We hope you receive these remarks and change the dangerous direction in which you are heading. Please remember: many generations after you conclude your term in office, we, the inhabitants of this region, will still be here and will have to endure the consequences of your policies. Only Israeli control from the Mediterranean to the Jordan River will confer rights upon all people in the region and maximize the peace and happiness of all inhabitants of the area.
